Duties

As a Supervisory Biologist you will serve as the Information for Planning and Consultation (IPaC) Operations Manager. Your duties will include but are not limited to the following:
  • Lead a team of biologists who 1) enter and curate data supporting IPaC; 2) ensure that the consultation assistance IPaC delivers is consistent, transparent, and complies with section 7 of the Endangered Species Act; 3) provide in-reach, outreach, and training on IPaC and Effect Pathway Manager (EPM) products; and 4) work with stakeholders (e.g., FWS Offices, other Federal agencies, consultants) to gather and implement feedback on IPaC.
  • Serve as the Product Manager for IPaC and EPM, working with FWS leadership to establish priorities for continued development and improvement of IPaC and providing guidance and direction on new features and functionality for IPaC in order to continue to meet user needs.
  • Collaborate closely with the Technical IPaC Program Manager and Technical IPaC team to ensure product delivery is done according to Ecological Services (ES) Headquarters (HQ) priorities, and that IPaC and EPM development reflect the user needs and regulatory requirements. This also includes collaborating closely with the overall ECOSphere team to ensure continued seamless integration of IPaC and EPM with other data and applications across all of the ECOSphere system.
  • Respond regularly to requests for information from executive leadership across multiple agencies for the purposes of providing information on IPaC and discussing opportunities for IPaC integration with existing and upcoming technology tools being developed across the government.

Qualifications

Only experience and education obtained by 09/20/2024 will be considered.

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement:
  • Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR
  • Combination of education and experience that includes courses equivalent to a major in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. This combination of education and experience is comparable to a degree as described in 1.
  • Minimum Qualification [GS-14]
  • One year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service. Experience must include: (1) implementing Section 7 of the Endangered Species Act (e.g., conducting section 7 consultations, providing guidance and/or training to stakeholders); (2) leading a team of technical experts on large-scale natural resource programs or projects; and (3) communicating and coordinating with leadership to establish and deliver on shared goals and priorities related to the Endangered Species Act.


  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
