Purpose Of The Work Unit

Colorado Refugee Services Program (CRSP) ensures the resettlement of refugees in Colorado and promotes their advancement toward self-sufficiency and long-term integration into U.S. culture. CRSP serves all ORR-eligible populations—refugees, asylees, Special Immigrant Visa holders, victims of severe trafficking, Cuban/Haitian parolees, unaccompanied refugee minors, and certain Ameriasians. CRSP contracts with community-based agencies to deliver holistic services, including employment, education, health, and case management programming.

In partnership with the federal Office of Refugee Resettlement (ORR), other CDLE divisions, and counties in which refugees resettle, CRSP coordinates an array of services aimed at promoting refugee self-sufficiency and integration. Services are intentionally aligned and coordinated across generations to yield better outcomes for families. This approach, called Two-Generation (2Gen), is defined as “bringing together parent and child resources addressing the needs of both vulnerable children and parents together”. 2Gen approaches are about a commitment to better outcomes for children and parents, measured at the same time. As such, CRSP is committed to a holistic approach to refugee resettlement and the families served. Colorado’s services and programs support refugees and the larger receiving community working together to build the social capital necessary to both sustain a welcoming environment for refugees as well as a return on investment for the mainstream community.

Purpose Of The Position

This position provides coordination and state support, including technical assistance, over the shoulder support, program information and clarification, and general program assistance to contractor staff responsible for administration and implementation of supplemental support and long-term refugee stability and integration programming. This position assists CRSP in ensuring compliance by contractors to federal and state regulations, CRSP expectations for the delivery of high-quality services, and contract terms and performance measures through monitoring, technical assistance, development of policies and protocols, and coordination and oversight. This position also serves as the primary staff contact on ensuring that post-initial resettlement stabilization services targeted to refugees attaining self-sufficiency, long-term success, and ultimately, integration. This position reports to the Program and Grant Supervisor.

Minimum Qualifications

Experience Only:

Six (6) years of relevant experience in an occupation related to the work assigned to this position to include professional human services, social services, or the implementation of workforce development programs.

OR

Education And Experience

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to six (6) years to include fields such as: Human Services, public administration, business, social work, sociology, organizational development or closely related fields.

Preferred Qualifications

  • Experience with complex project coordination
  • Experience with diverse communities, campaigns or community organizing
  • Experience working within a state or county government organization (experience outside of the United States will be considered)
  • Experience with data collection and analysis and/or needs assessment
  • Experience working with under-represented communities and multicultural development
  • Service Oriented - Actively looking for ways to help people
  • Strong communications skills - communicating effectively in both verbal and written formats to meet the needs of the audience
  • Ability to develop and present trainings
  • Experience performing similar duties as a State of Colorado classified employee
