MNIT is seeking an IT Business Liaison. Per the work order, the candidate must meet the following minimum qualifications:

The project we are seeking a resource for is:
IT Business Liaison needed to leverage Minnesota broadband availability data, the state's Digital Opportunity Plan, the state s Broadband Equity, Access, and Deployment (BEAD) Program Initial Proposals, local insights, and knowledge of Minnesota's geography, demographics, high-cost areas, and technology landscape, to recommend to Minnesota s Office of Broadband Development (OBD) the optimal system or process for allocation of BEAD funds through the competitive grant process to address broadband service gaps. Assist staff with the decision and design of a grant application program that complies with state and federal BEAD requirements to facilitate the building of broadband infrastructure to households and businesses lacking high-speed internet ensuring universal broadband coverage across the state. The goal is to complete the BEAD grant design process by November 30, 2024. This position will help review the software solutions the team is investigating, identify any gaps or needs, and suggest solutions for a comprehensive solution for broadband infrastructure grant management, general grant management (Digital Opportunity), map integration, data storage, comparisons/analysis, and stakeholder communication. It is essential that the system solution must be customizable to align with Minnesota s implementation of the state s BEAD and Digital Opportunity grants management. It is preferred that it also supports the current portfolio of grant data and reporting. Experience with grants management, federal programs such as ARPA, CPF, BEAD, DEA, and telecommunications/broadband industry requested.
