Job position summary: The Compliance Manager is responsible for ensuring PAMI's compliance with HUD and LIHTC rules and regulations by overseeing the completion of PBRA and LIHTC certifications and recertifications, and monthly PBRA HAP voucher submissions. The position assists with the development, revision, and implementation of forms and policies, including standard operating procedures (SOPs), to ensure compliant practices. The Compliance Manager also creates training content and tools, completes troubleshooting, and provides support and training to property management staff, to ensure compliance with regulations and SOPs.

Summary Of Essential Functions

  • Monitors the accurate and timely completion of all PBRA and LIHTC certifications. Oversees the submission of monthly HAP voucher submissions by the required deadline.
  • Leads the review of risk analysis for Low Income Housing Tax Credit (LIHTC) compliance and implements quality assurance and risk mitigation measures.
  • Acts as the PAMI Yardi lead, responsible for maintaining expert knowledge of certification and voucher processing in the Affordable module in Yardi Voyager.
  • Creates and/or updates SOPs, Supplemental Processing Guidelines (SPGs), and forms to provide guidance and ensure property staff comply with all regulations and requirements.
  • Manages PAMI's service request/questions system (requests for assistance tracked in Monday.com project management software), answering the bulk of the compliance and Yardi software questions that staff submit.
  • Serves as a compliance trainer, creating and presenting training on complex compliance topics.
  • Acts as a liaison with the agency's Admissions Department, collaborating on the effective and efficient transfer of move-in, unit transfer, and add-on files.
  • Supervises the Yardi/Voucher Processing Specialist position.
  • Maintains expert knowledge of federal, state, local, and HACA regulations and requirements pertaining to the HUD PBRA and IRS/TDHCA LIHTC programs.

Qualifications And Knowledge

Qualified candidates must possess:

Bachelor's degree from a four-year college or university and two to four years related experience; or equivalent combination of education and related experience. Related experience must be working in compliance in the low-income housing industry, including, but not limited to: public housing, project-based section 8 housing, or housing funded by low-income housing tax credit (LIHTC).

Preferred candidates will also possess the following skills and abilities:

  • Expert knowledge of HUD, IRS, and state regulations pertaining to the HUD Project-based Rental Assistance (PBRA) and Low-Income Housing Tax Credits (LIHTC) programs.
  • Two or more years' experience working in compliance with properties that have multiple, layered housing programs
  • using the Yardi Voyager Affordable module
  • using Laserfiche (or similar document management software)
  • using Monday.com (or similar project management software)
  • Supervisory experience.
  • HCCP (Housing Credit Certified Professional) Certification (If candidate does not currently possess, s/he will be required to attain within 12 months of hire.)
  • Experience developing and implementing policy.
  • Project management knowledge and experience.
  • Detail-oriented with strong organizational skills. Ability to prioritize tasks in conjunction with time management skills.
  • Excellent communication skills both verbally and in writing, and in particular the ability to effectively break down and communicate information to individuals with diverse skill levels.
