Description: Our client is currently seeking a IT Program Manager! This is a 12+ month contract to hire opportunity allowing of hybrid work structure in the St. Louis market.

Job Title: IT Program Manager

Job Overview: The IT Program Manager is responsible for strategic IT project and portfolio management within a specific business sector or department (e.g., Finance, Engineering, Operations, Business Intelligence & Technology support). This role ensures the maintenance of IT standards and long-term goals by managing staff and coordinating with stakeholders. The IT Program Manager acts as a coordinator between multiple IT projects, researching and overseeing the implementation of enterprise systems.

Key Responsibilities:
  • Serve as the IT relationship manager for the business area, managing and prioritizing the project portfolio.
  • Provide consulting services for building business cases for new projects and facilitate business process analysis.
  • Lead the implementation of project management best practices and methodologies.
  • Manage multiple full-cycle project implementations, tracking performance, effectiveness, risks, and ensuring quality and consistency.
  • Supervise and provide performance management for business analysts and development staff.
  • Support strategic business operating plans to maintain organizational effectiveness and efficiency.
  • Establish and enforce organizational standards to maintain quality service.
  • Maintain professional and technical knowledge.

Additional Responsibilities:
  • Prepare project status reports and perform special assignments as directed by the supervisor.
  • Conduct yearly performance appraisals of assigned staff.
  • Develop and present senior management reports on projects.
  • Perform related work as required or delegated by the supervisor.

Minimum Qualifications:
  • Bachelor's degree in Information Systems, Business, or a related field.
  • 5-7 years of experience in implementing and upgrading enterprise systems.
  • Proven leadership experience as a senior resource in defining system scope, gathering and documenting business requirements, technical specifications, security and capacity implications, functional configuration, testing/pilot, and client user training.
  • Experience collaborating with clients on business process enhancements.
  • Ability to work independently and manage multiple task assignments within a structured implementation methodology.
  • Strong oral and written communication skills.
  • Strong problem-solving and troubleshooting skills.
  • Experience mentoring junior staff.

Preferred Qualifications:
  • PMP certification.
  • Extensive knowledge of program management methods and principles.
  • In-depth understanding of the advantages, disadvantages, functional capabilities, and limitations of computer systems.
  • Strong leadership, initiative, and judgment skills.
  • Ability to interpret complex problems and develop effective solutions.
  • Experience in training and leading personnel through matrix management.
  • Proficiency in reviewing and maintaining program quality control standards.
  • Experience with SQL and/or other programming languages.
  • Deep understanding and experience with relational databases.
  • Proficiency in using program management and presentation tools.
  • Experience with program management planning and estimating tools (e.g., MS Project).
  • Ability to maintain effective working relationships with users and the general public.
  • Experience in resolving conflicts between team members.
  • Ability to maintain records and prepare reports.
