Job Overview:

Our client is seeking a Senior IT Project Manager with expertise in Health Insurance Exchange (HIX) systems to join the Eligibility and Enrollment Systems (E&ES) team. The ideal candidate will manage large, complex IT projects in the Health Insurance and State Government sector, ensuring project success from inception to completion.

This position requires candidates who are Certified Scrum Masters (CSM) or PMP-certified, with a background in managing high-profile IT projects. Candidates must be located near the commutable Quincy, MA area for an onsite presence.

Key Responsibilities:

  • Manage and lead large-scale IT projects related to Health Insurance Exchange systems.
  • Oversee scope, timelines, and resource management for multiple projects.
  • Coordinate with key stakeholders to define project requirements and ensure alignment with organizational goals.
  • Report project status, risks, and mitigation strategies to the Director of Enterprise Project Management (EPM) and senior leadership.
  • Monitor project progress to ensure adherence to established milestones, budgets, and timelines.
  • Implement a comprehensive defect tracking process, ensuring thorough testing and documentation.
  • Adhere to agency standards for documentation, testing, and project management policies.

Qualifications:

  • Bachelor s degree in Business, Computer Science, or a related technical field.
  • 5+ years of experience managing high-profile, complex IT projects with financial accountability.
  • 5+ years of experience managing large-scale applications with multiple interfaces.
  • Certified Scrum Master (CSM) or Project Management Professional (PMP) certification.
  • Experience in Health Insurance Exchange (HIX) projects or State Government Health and Human Services (HHS) programs is preferred.
  • Strong communication, negotiation, and conflict resolution skills.
  • Ability to manage resources in a matrix reporting structure and to multi-task in a fast-paced environment.

Preferred Skills:

  • Knowledge of Microsoft Office tools (Excel, Word, PowerPoint, Project, Visio).
  • Experience with the MA HIX/IES system or similar eligibility and enrollment platforms is a plus.
