POSITION OVERVIEW:

The Innovation Industries department at NYCEDC oversees real estate and capital projects, financial incentives, government wayfinding and regulatory reform, and workforce initiatives and diverse entrepreneurship programs to ensure New York City remains a global leader in innovation, and that we provide pathways of opportunity for all New Yorkers in our tech, life sciences, clean tech, and creative industries. For example, we launch wet and dry labs, video game production facilities, or AI and robotics innovation studios for therapeutic discovery and healthcare tech.

Initially Reporting to the VP of the Project Support Team (PST) and working closely with the Department EVP and Division Heads, the Assistant Vice President (AVP) will support established and emerging projects with procurement strategy, deal execution and post contract support through the point when they commence construction or operations, then handing projects over to other members of the PST team for ongoing oversight and closeout.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Project manage procurement strategy, process, contracting efforts, amendments, filing of certificates to proceed, and post-contract compliance for capital projects and programs
  • Draft contracts, correspondence, submissions and supporting documentation for capital projects and programs including designation letters and award letters, funding agreements, and certificates to proceed
  • Liaise with cross-functional teams, including EDC Legal and City Law, EDC Finance and OMB, Contracts, Budget, and Accounting
  • Establish best practices including closing checklists, model forms, and a library of samples to drive efficiency through the process
  • Create a central and standardized database of all existing innovation capital projects and ongoing project management including project status, milestone dates, outstanding docs and approvals with associated timelines for project teams to fill in
  • Document capital procurement, contracting, Certificate to Proceed, Funding Agreement, and registration process and create clear Standard Operating Procedures (SOPs) to guide project teams and "client" counter parties
  • Actively contribute to team building, staff, and departmental development

QUALIFICATIONS:

  • Undergraduate degree required
  • 5+ years of deal experience in a relevant field such as real estate, investment banking, or project finance, or public sector experience in a relevant function
  • Demonstrated proficiency with commercial transactions, project management, and financial analysis
  • Demonstrated written and oral communication skills
  • Keen attention to detail and ability to prioritize competing needs and opportunities
  • Highly analytical and strategically minded, with a proven ability to creatively navigate and solve complex challenges
  • Proactive "self-starter" and "team player" who is enterprising and resourceful, organized and results-oriented
  • Must obtain/maintain New York City residency within 180 days of hire

Salary Range

$100,000—$103,000 USD
