Training and Development Spec6

Performs highly advanced and/or supervisory (senior level) surveyor field supervision and training of nurse, social work, dietary, investigator and general surveyors assigned to the long-term care orientation program. Work involves overseeing the development and evaluation of regional educational and training programs. Responsible for planning, assigning, and supervising training and training field experiences of new surveyors within a region. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Essential Job Functions

25% Provide direct supervision of field surveyors. Provide guidance to field surveyors and survey staff in the implementation of and compliance with state and federal regulations for long-term care facilities.

30% Provide guidance to field surveyors regarding agency personnel policies and procedures; implement and assures compliance with personnel procedures; and keeps management apprised of sensitive issues regarding personnel, surveys, and/or providers.

20% Provide Technical Assistance and Field Training: Provides field supervision of surveyors and interpretation of state and federal regulations, protocols, and principles of documentation, to survey staff and industry.

10% Monitors and evaluates the effectiveness of training programs, identifies issues, processes, and staff that require additional training. Participates in training for all staff including new employees.

15% Perform Administrative Duties: Complete evaluations for new surveyors according to policy; identifies non-performance issues and applies policy as necessary; act as a liaison between CAT and other program areas and agencies, and conduct special projects as assigned

Knowledge Skills Abilities: Knowledge of Long-Term Care Regulatory Services nursing facility surveying policy and procedures

Knowledge of automation programs utilized by Long Term Care Regulatory Services nursing facility programs such as TULIP, ASPEN, etc.

Knowledge of employee development principles, practices, and techniques

Knowledge of group processes, group dynamics, and interpersonal relations

Knowledge of innovation training and development techniques and best practices

Knowledge of and ability to apply instructional design and curriculum development principles, including the development of learning objectives

Skill and experience in problem identification, analysis, and resolution.

Skill in effective verbal and written communication

Skill in planning and budgeting various employee development programs

Skill in evaluating quality and effectiveness of employee development programs and analyzing results

Skill in facilitating workshops, training and development sessions, and meetings

Skill in establishing and maintaining effective working relationships

Skill in applying training and employee development procedures and techniques

Skill in using a computer and applicable software such as ASPEN, TULIP, Word, PowerPoint, Excel

Ability to manage workload within a given timeframe and/or deadline

Ability to summarize complex information for agency decision-makers

Ability to assess and analyze employee development needs an develop effective project plans

Ability to develop employee development programs and formulate development/learning objectives

Ability to communicate effectively, orally and in writing

Ability to apply quality assurance standards

Ability to apply adult education principles, practices, and techniques

Ability to work independently

Ability to supervise the work of others even without a direct reporting relationship

Registration Or Licensure Requirements

Successful completion of Survey Minimum Qualifications Test (SMQT)

Initial Selection Criteria

Graduation from an accredited four-year college or university with major coursework in nursing, social work, nutrition, gerontology, or a related field; 24 months current work experience as an SMQT Certified Regulatory Service NF surveyor; one-year teaching experience preferred; Experience with Adult Learning Principles preferred.

This position will travel within their assigned region and statewide as requested. This is a mobile position. Bachelor's degree from an accredited four-year institution. This position can be filled statewide.
