Reporting Relationships:

The Project Manager reports directly to an IT Manager I/Release Train Engineer. They work laterally with other Information Analyst II/Scrum Masters, Project Managers, and external peer Business Analyst/Product owners.

The Project Manager is the functional leader of the assigned DevOps Team(s), which includes both technical and business staff.

Mandatory Qualifications:

Candidates should possess direct experience, training, and certification in the IT industry and leadership roles related to the duties, knowledge, skills, abilities, and experience sections outlined in this bulletin.

Applicants must provide evidence of relevant experience, training, and/or certifications in their application.

Preference may be given to applicants with:

  • Project Management Professional (PMP) certification
  • Certified Agile Scrum Master certification
  • Direct software systems analysis and/or business analysis experience and/or certification
  • Clearly demonstrated successful experience managing cross-functional DevOps team(s), primarily in software development and/or within the SAFe Framework

Primary Duties:

  1. Manage projects through the entire project life cycle.
  2. Facilitate meetings that include stakeholders from multiple levels and functions.
  3. Work closely with the customer to capture product requirements/user stories.
  4. Create and maintain project plans and documentation throughout the entire project.
  5. Maintain ongoing status reports of projects.
  6. Monitor project budget including expenditures and projections.
  7. Meet and confer with management, users, and contract providers to resolve problems and coordinate services.
  8. Actively contribute to problem resolutions; approve system changes and establish project priorities.
  9. Coordinates projects and ensures adequate administrative controls, quality, and procedural efficiencies.
  10. Sets goals, establishes priorities, manages resources, develops concepts and approaches, reviews project progress and results; and makes project management decisions.
  11. Provides technical assistance on agency issues, services, program(s), and/or computer hardware and software, etc.

Responsibilities:

  1. Serve on the Scrum Team managing the Agile Release Train (ART) DevOps teams for the SAFe software development operation.
  2. Apply, manage, and adhere to software development practices outlined in key operational documents like the Software Development Methodology (SDLC) Roadmap, Software Development Methodology (SDM), and Software Project Responsibilities and Status Report Instructions.
  3. Project Manage assigned projects, facilitate and coordinate with your DevOps team(s).
  4. Leverage provided resources and training to provide system analysis expertise, collaborating with agency business groups, external and/or internal DTS platform or website development, infrastructure or desktop support groups, and/or contracted vendors, to achieve defined and often innovative IT solutions.
  5. Lead assigned Agile DevOps Team(s) and Projects to consistently.
  6. Perform Project Management duties within the ART's SAFe Framework to directly manage the assigned DevOps Team(s).
