Project Overview:

Bechtel National, Inc. (BNI), Bechtel's government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.

UPF is a multi-year, multi-billion-dollar project and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy's largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration's largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.

The UPF project works on a 4/10 schedule. Start times are flexible but the standard work week is: Monday - Thursday from 7:00 am to 5:30 pm.

Eligibility for this position requires ship; successful candidate must provide proof of ship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.

Job Summary:

In this position, you will lead a team to manage cost engineering, cost estimating, cost analysis/control, forecasting, planning/scheduling activities, process documentation, and compliance related to the EIA 748 compliant Earned Value Management System (EVMS), and other Project Controls Process used on the UPF project. You will Interact with various internal and external stakeholders on process standardization, documentation, enhancements, and training to ensure compliance, and drive continuous improvement across the project team on topics related to the Earned Value Management System and Project Controls. You will provide leadership, oversight, guidance, training, and mentoring to your team on key project procedures and risk management to ensure successful project execution and delivery. Responsible for producing weekly and monthly Project Status reports. #LI-LO1

Major Responsibilities:
  • Provides leadership in the administration of Project Controls activities such as input for weekly project action items list, maintains database, prepares reports, and provides additional supervision
  • Identifies restraints and effect on total project schedule
  • Identifies cost and schedule considerations and problems resulting from inter-discipline or functional restraints and interfaces
  • Monitors and reports critical path and schedule performance of the total project
  • Conducts project schedule analysis & studies of problem areas to determine criticality of schedule activities
  • Collects and analyzes alternatives for schedule improvement to project team for discussion and/or decision
  • Coordinates cost recording, monitoring, & reporting practices for compliance with applicable standards
  • Prepares specific budgets in accordance with prescribed standards and procedures
  • Leads risk workshops, interviews & information gathering relating to risk identification, review, and update
  • Oversees development and issuance of Earned Value Management System deliverables, including providing meaningful feedback and targeted training based on content and quality reviews
  • Support Control Account Managers and other members of the Project Controls team with identification of cost and schedule variances and appropriate documentation of the associated causes and appropriate mitigating actions in monthly Variance Analysis Reports
  • Track EVMS quality metrics, present analysis of data to various levels of the project team, and work with the project team to develop and implement improvements, when needed
  • Assist in developing and communicating EVMS policy and tools to project personnel
  • Lead the Project Controls team efforts related to Corrective Action Reports, Deficiency Reports, and Condition Reports related to Project Controls - both self-identified and externally identified


Education and Experience Requirements:

Level 1
  • Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience

Level 2
  • Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience
  • Must be able to complete and pass a pre-employment drug screen and background check, which includes verification of employment and education
  • Must be able to obtain site security badge for access to work site


Required Knowledge, Skills, and Abilities:
  • Hands-on experience performing Project Controls work on major Engineering, Procurement, and Construction (EPC) projects that are compliant with EIA 748 EVMS requirements.
  • Experience developing and implementing Project Controls process and procedure documentation.
  • Experience reviewing and providing feedback on project schedules, cost reports, and other project reports and deliverables for compliance with EIA 748 EVMS requirements on DOE or DOD projects.
  • Skilled in oral and written communication.
  • Proficiency in using PC operating systems and common industry software applications.
  • Ability to work independently and as part of team to meet project requirements.
  • Hands-on experience with WebEVM cost processing software
  • Flexibility to respond to urgent project requests and/or changing priorities
  • Experience in multiple Project Controls roles and disciplines or other functions
