Senior Business Systems Analyst

Estrada Consulting Inc is looking for Business Systems Analyst with the following experience:

Required Qualifications (RQ)
RQ 1: Each proposed Business Solution Analyst must have a minimum of five (5) years of experience, within the past seven (7) years, serving as a Business Solution Analyst on complex application development project(s) and have experience, facilitating JAD workshops with SMEs and gathering and documenting requirements.

RQ 2: Each proposed Business Solution Analyst must have a minimum of five (5) years of experience, within the past seven (7) years, responsible for ensuring business needs are met by complex applications:
a) Developing a requirements traceability matrix
b) Creating system design, configuration, and architecture specifications and diagrams
c) Data dictionary and data modeling documentation and diagrams
d) Documenting existing business processes
e) Identifying opportunities for business process improvements
f) Working with program areas to successfully implement business process improvements

RQ 3: Each proposed Business Solution Analyst must have a minimum of three (3) years of experience, within the past five (5) years, in projects that use various System Development Life Cycle processes including iterative and agile methodologies.

RQ 4: Each proposed Business Solution Analyst must have a minimum of three (3) years of experience, within the past five (5) years; providing mentorship, knowledge transfer, and training to other State resources that will take over the Business Solution Analyst activities.

Desirable Qualifications

DQ 1: Each proposed Business Solution Analyst has a working knowledge of Institute of Electrical and Electronics Engineers (IEEE) and Business Analysis Body of Knowledge (BABOK).

DQ 2: Each proposed Business Solution Analyst has experience using all the following tools:
a) JIRA R4J, X-Ray
b) Microsoft: Project, Word, Excel, Visio, Outlook
c) Subversion (SVN)

DQ 3: Each proposed Business Solution Analyst has two (2) years of experience working with the California Department of Justice s Bureau of Firearms or similar systems, applications, databases, and interfaces.
