ATCS is looking for a highly motivated, knowledgeable Emergency Management Professional for the role of EMS Specialist Junior or Mid within our Emergency Management Services department.

This role is part of our operations for emergency management preparedness, planning, mitigation, response, and recovery needs for our federal clients. We are looking for an experienced person in analysis of Emergency Management (EM) program requirements and broad emergency management experience at the local and federal level managing incidents. This position will report to an office around the National Capital Region. This is a hybrid role and requires 3 days in the ATCS office or at the client site, with 2 days working remotely.

Duties include:

  • Support long term recovery, including community disaster preparedness and response plans
  • Support strategic plan implementation while ensuring different efforts across Components, Offices, Regions, and Programs are aligned to the highest priorities of the Agency and the Department.
  • Support the monitoring, analysis, and reporting of performance to identify successes, challenges, and potential risks and help recommend potential courses of action to leadership.
  • Support the development of performance measures, key performance indicators, and development of assessment plans to measure performance.
  • Support across a range of emergency management programs and results in a comprehensive and cohesive strategic framework, to include evolving priorities from the Department of Homeland Security and the Presidential Administration.
  • Utilize a data-driven process to identify and track emerging EM trends expected to impact the EM mission space, including emerging technology. Monitor global sources to provide alternative points of view and multiple scenarios for analysis.
  • Act as client interface, maintains clear understanding of client and partner needs and programs within the area served. Support customers in defining needs, finding solutions, and resolving issues.
  • Develop creative solutions for mitigating risks due to natural disasters
  • Collaborate effectively with team members, as well as federal, state, and local partners
  • Project design, management, and administrative support

Requirements:

  • Bachelor's Degree + 0 years (JR) or Bachelor's + 3 years (MID) in Emergency Management, Engineering, or fields related to the concepts listed above (>2 years of undergraduate courses)
  • Must be eligible for US Government Public Trust Clearance
  • Demonstrated experience supporting incidents of national significance for various types of natural and man-made crisis.
  • Documented experience in emergency management planning, preparedness, response, recovery, mitigation, and resiliency projects at the state or federal level.
  • Experience interpreting and resolving conflicts, and/ or complex policy and programs.
  • Strong aptitude in using computers and O365 SharePoint
  • Experience researching and preparing materials and conducting training and/or presentations on project or program objectives.
  • Communicates effectively, both orally and in writing

Preferred:

  • Certified Emergency Manager (CEM) certification
  • Master s degree in related fields
  • Experience in contemporary analysis and visualization tools capable of developing, managing, and maintaining dashboards (e.g., Tableau and Power BI).

Our employees are the most critical part of ATCS. For this position, we offer a competitive salary range of $48,500 to $78,000 per year, commensurate with experience and qualifications. The role is also eligible for an annual bonus, with a target 2% of the employee's annualized salary.
