Organizational Overview

The King County Regional Homelessness Authority (KCRHA) is a public administrative agency that oversees homelessness-related programs and funding in the Seattle-King County region. Created by an interlocal agreement between the City of Seattle and King County in 2019, KCRHA is responsible for unifying and coordinating the homelessness response system across our large and diverse region. KCRHA works with a wide range of stakeholders, with a focus on continuous improvement across the system, centering lived experience and making the most effective use of public funds. Our mission is to address and bring everyone inside throughout King County using equity and social justice principles.

Team Overview

Reporting directly to the Chief Financial Officer, the Director of Business Operations is responsible for overseeing the training, development and maintenance of information systems used by all internal and external customers; and developing organization wide policies and procedures related to records management, file organization, modern workplace tools and relevant business processes. The responsibilities include overseeing the implementation of KCRHA key operating systems- KCRHA s Grants Management System (Salesforce), technology platforms, records management, public records requests, and Microsoft 365 Site collection.

Role Description

The Director will lead a team of approximately eight staff and directly supervise a Salesforce and Systems Administrator, Information Systems and Records Manager, and Office Coordinator. This position will manage and develop a team to facilitate our technology (information systems), records management, business process, policies, procedures, organization wide training and development, grant management system and facilities. This team has direct interaction with all employees across all divisions at the agency, working closely with the CFO and Director of HR to ensure alignment with KCRHA s senior leaders and overall strategy and goals. Accountabilities

Strategy Planning and Execution

  • Develop and implement business strategies that align with the agency s mission and objectives.
  • Lead initiatives to enhance operational efficiency and effectiveness.
  • Collaborate with senior leadership to set long-term goals and priorities.
  • Partner closely with Director of HR to develop new policies and procedures and edit existing policies and procedures as necessary.
  • Provide strategic and operation direction for new and revised policies, systems, and strategies with complex administrative and financial impacts.

Operational Management

  • Monitor and improve key performance metrics to drive operational excellence.
  • Ensure compliance with evolving and emerging laws, rules, and regulations.
  • Maintain positive interactions with key constituents and drive objectives on behalf of the agency.
  • Participate in relevant operational policy development at state, regional and county levels.
  • Influence and initiate innovative improvements that affect the department.
  • Oversee day-to-day operations of the KCRHA s business functions, including information systems, records management, facilities and grants management system.
  • Perform other duties as assigned.

Information Systems

  • Oversee the development, implementation, and maintenance of the KCRHA s information systems and technology infrastructure.
  • Ensure systems are secure, reliable, and aligned with organizational needs.
  • Collaborate with IT vendors and IT service providers to manage contracts and performance.
  • Lead initiatives to enhance system efficiency, data integrity, and user experience.
  • Develop and implement training and development across KCRHA.
  • Oversee the enterprise Microsoft O365 planning, development, or implementation.
  • Serve as the agency s liaison with the King County Information Technology Department.
  • Continue Salesforce implementation by planning and executing additional work on KCRHA s grant management system in support of the homeless responses system.

Records Management

  • Develop and enforce policies and procedures for effective records management, including retention, retrieval, and disposal.
  • Ensure compliance with relevant laws, regulations, and standards related to records management and public records requests.
  • Implement and maintain electronic and physical records management systems.
  • Provide training and support to staff on records management practices.
  • Oversee all public records requests ensuring KCRHA is aligned with relevant laws and regulations.

Process Improvement

  • Continuously identify areas for process improvement and implement solutions to enhance operational efficiency.
  • Foster a culture of continuous improvement and innovation in the team and across the agency.
  • Utilize data and performance metrics to inform decision-making and strategy.

Minimum Requirement

  • Bachelor s degree in Business Administration, Public Administration, Information Systems or a related field.
  • Extensive experience (typically 7+ years) of experience in business operations, including significant experience in information systems, records management, and facilities management.
  • Proven experience in a leadership role with strong management and organizational skills.
  • Knowledge of relevant laws, regulations, and best practices related to the areas of oversight.
  • Deep fluency in equity and racial justice concepts and language, understands their own privilege and power and can bring equity impact analysis to their work.
  • Practiced at sharing power across an organization.
  • Excellent analytical, problem-solving and decision-making abilities.
  • Exceptional communication, organizational and time-management skills.
  • Team player with a strong ability to contribute positively to a team environment.
  • Proficiency/comfort using technology and data, including Microsoft Office Suite and cloud solutions.
  • Ability to maintain confidentiality and handle sensitive information with discretion.
