Organizational Overview

The King County Regional Homelessness Authority (KCRHA) is a public administrative agency that oversees homelessness-related programs and funding in the Seattle-King County region. Created by an interlocal agreement between the City of Seattle and King County in 2019, KCRHA is responsible for unifying and coordinating the homelessness response system across our large and diverse region. KCRHA works with a wide range of stakeholders, with a focus on continuous improvement across the system, centering lived experience and making the most effective use of public funds. Our mission is to address and bring everyone inside throughout King County using equity and social justice principles.

Team Overview

The Culture & Belonging Coordinator reports directly to the Director of HR in the Finance Division. Together, the HR team has responsibility for facilitating employee relations, office culture and belonging, training and development, payroll, benefits, recruiting, performance appraisals, and HR systems administration. This team has direct interaction with all employees across all divisions at the agency, working closely with the CFO and Director of Business Operations to ensure alignment with KCRHA s senior leaders and overall strategy and goals.

Role Description

The Culture & Belonging Coordinator is responsible for assisting in the execution of agency-wide strategies and practices to advance KCRHA s internal diversity, equity, and inclusion (DEI) goals. The Culture & Belonging Coordinator will support the Director of Human Resources by gathering, analyzing, and preparing DEI internal and external data; responding to requests for DEI information from KCRHA Staff; and assisting with diverse talent recruitment, internal and external communications, and relationships to promote DEI programs and objectives.

This position is crucial for creating a supportive, inclusive, and dynamic environment where everyone feels valued and empowered to contribute to KCRHA's success. By fostering a culture where every employee feels a sense of significance and belonging, the Culture & Belonging Coordinator will recognize, value, and leverage the unique contributions of all employees while promoting mutual respect and inclusion. This role is essential for supporting the organization's long-term success by building a strong, positive, inclusive culture aligning with its core values.

Accountabilities

Operational and Strategic Skills

  • Strong understanding of organizational operations and the ability to align people-oriented initiatives with strategic business goals.
  • Deep understanding of diversity, equity, and inclusion principles, belonging and cultural dynamics within organizations, and the ability to integrate these concepts into operational and strategic initiatives.
  • Familiarity with equity in government systems, including relevant legislation and regulations.
  • Knowledge of operational processes and systems that impact DEI, belonging, and culture, such as talent acquisition and retention, performance management, and employee development.
  • Experience having and coaching managers and others to have courageous conversations about sensitive issues.
  • Stay abreast of industry trends, best practices, and emerging diversity, equity, and inclusion issues.

Strategic Planning

  • Develop and implement strategic plans for diversity, equity, and inclusion initiatives aligned with organizational goals and values
  • Identify key metrics and benchmarks with the Director of Human Resources to measure the effectiveness of DEI programs and initiatives.
  • Conduct regular reviews and assessments to evaluate progress and adjust strategies.
  • Collaborate with the KCRHA Executive and Senior Leadership Teams to integrate DEI goals into strategic planning.

Minimum Requirements

  • Proven ability to develop and execute comprehensive DEI strategies that drive measurable results and support organizational objectives.
  • Experience leveraging data and analytics to inform decision-making and track progress toward internal DEI objectives.
  • Demonstrated skills with the ability to influence and collaborate effectively across all levels of the organization.
  • Experience building and leading diverse teams to drive cultural change.
  • Strong communication and interpersonal skills to engage stakeholders, build consensus, and drive accountability.
  • Experience having and coaching managers and others to have courageous conversations about sensitive issues.

Additional Requirements

  • Experience in the homelessness or housing sector specifically with government and community stakeholders in King County is preferred.
  • Ability to manage multiple concurrent projects and drive them to completion using project/program management tools.
  • Strong interpersonal skills: able to quickly establish credibility to develop and manage conflict to have productive relationships with internal and external individuals and agencies.
  • Excellent written and verbal communication.
