MAJOR DUTIES:

1. The primary purpose for this position is to integrate the functional, technical policy, and regulatory aspects of enterprise architecture with Command functional business requirements. Serves as a senior enterprise architect for the Command. Leads various project team efforts to define architecture strategy, adhere to global configuration standards, and analyze business requirements/processes and system integration points to determine appropriate technology solutions. Develops and manages architecture elements of key Defense acquisition documents in accordance with higher-echelon instruction. Improves integration and interoperability within the Command's military accession processing business community of interest by working with members of a variety of organizations (e.g., Office of the Under-Secretary of Defense (Personnel and Readiness), Dept. of Defense (DOD) Health Affairs, Business Transformation Agency, Services recruiting commands, Service reception/training centers, Veterans Administration, Social Security Administration, Selective Service System, and other Federal sector organizations). Coordinates directly with senior technology leaders and staffs of these organizations to ensure integration among architectures at points of intersection with military entrance processing. Coordinates architecture planning and development with Command transformation business functions for strategic planning, acquisition program management, business process management, organizational change management, and business systems analysis and evaluation. Plans and implements enterprise transition strategies to meet long-range goals. Serves as a Command resource for using enterprise architecture tools, to include maintaining architecture products, facilitating/training use by other functional/technical personnel, and maintaining proficiency on current tools.

Serves as a primary representative and technical expert on external enterprise architecture working groups. Ensures Command enterprise architecture alignment with human resource management enterprise architecture and business transformation agency business enterprise architecture. Attends conferences and meetings and presents Command position. Maintains regular business contacts and working relationships with key officials of other agencies. Presents periodic in-process reviews (IPRs) as required on the status of architecture projects for the Command and DOD. Serves as a member of ad hoc committees to monitor, evaluate, develop, and prescribe guidance on information resource management policies, procedures, and practices supporting the Command mission. Develops and incorporates systems into an integrated enterprise within the Command and with external organizations/agencies to provide connectivity to multiple systems at all levels of the DOD and other stakeholders/partners to support net-centric/system-oriented data and information exchange. Advises and assists organizations in developing Web services architectures and functional requirements to support technical communications. Advises, assists, and leads architectural aspects of implementation of acquisition strategies, program planning, technology infusion, milestone review preparations, requirements allocation, configuration management, and government oversight. Recommends adjustments to resources, changes to schedules or budgets, revisions to objectives, or changes to standards of performance as required.

2. Works closely with Command leadership and functional and technical teams in defining architecture products to facilitate development and/or enhancement of existing and new information systems and business processes that meet functional and architectural standards. Leads development of integrated enterprise capability maturity modeling (CMM) and certification across all business areas to maximize benefits of such work within business areas (i.e., IT project management, human capital). Ensures alignment between enterprise architectures and Command policies, procedures, and programs (e.g., command data stewardship program, six sigma, and CMM development). Identifies and develops opportunities for Command certifications and recognitions for achieving best practices in enterprise architecture designs and implementations. Develops reference models, architecture framework views and artifacts, and maintains the information in the enterprise architectural repository. (Approx. 30%)

3. Recommends enterprise architecture changes to support functional information management requirements and meet standards for enterprise architectures, medical informatics, and business I systems. Consults with functional and technical leaders on business process/system requirements, and makes recommendations to functional and technical managers on policy and system changes. (Approx. 20%).
