JOB OBJECTIVES: Incumbent is responsible for counseling and assisting persons in the United States Armed Forces, veterans, spouses, surviving spouses, children, parents and other dependents in preparing and presenting claims to the Department of Veterans Affairs or claims for any type of benefits from federal, state or local agencies.

Essential Job Functions

  • Department of Veterans Affairs accreditation earned within 6 months of start-date and retained through annual continuing education units and formal schooling. The fully qualified Veterans Service Officer is a Subject Matter Expert
  • Conducts comprehensive client interviews to assess client needs
  • Counsels and advises clients on eligibility and entitlement to all federal, state and local benefits
  • Obtains supporting documentation such as service treatment records, personnel files, private treatment records, medical journals, scientific studies, and nexus statements to develop claims
  • Prepares and processes claims for federal benefits and financial assistance in a timely and orderly fashion; investigates as necessary; maintains accurate records of claims actions
  • Reviews federal decisions ensuring applicable regulations and laws have been applied and explains these decisions to clients; prepares appeals when appropriate
  • Greets veterans and clients; answers telephone calls in a courteous and respectful manner

Non-essential Job Functions

  • Familiarity with the Financial Assistance Guide to prepare and process assistance applications
  • Participates in required marketing and outreach activities
  • Maintains log sheets and databases on daily work and pending actions
  • Obtains and maintains good standing for accreditation by governing agencies to include Ohio Department of Veterans Services, The American Legion, Disabled American Veterans, Veterans of Foreign Wars, and National Association of County Veterans Service Officers
  • Maintains PIV Card and HIPAA qualifications
  • Conducts home visits for housebound claimants
