To qualify for the GS-11 level, you must have one of the following:
To qualify for the GS-12 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-11 level defined as experience developing and implementing plans and strategies for the internal and external integration of day-to-day and long-range projects, actions and activities for the assigned organization; experience developing and analyzing data and preparing reports relating to the responsiveness of implementation plans for environmental protection programs.

- Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related; the education must provide the knowledge, skills, and abilities necessary to do the work of the position
- equivalent combination of education and experience

- Knowledge of agency programs and functions, policies, objectives, and issues, and their relationship to other federal/state/local government entities sufficient to analyze and evaluate methods and techniques for program development, execution and improvement.
- Knowledge of federal regulations, laws, policies and practices governing contracts and/or grants administration.
- Skill in applying analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency.
- Skill in preparing project papers, staff reports, and oral briefings to encourage understanding and acceptance of findings and recommendations.
- Ability to apply a wide range of methods used to gather, analyze, and evaluate information concerning management and administrative processes, draw conclusions, and recommend appropriate action.
- Ability to direct a comprehensive support program by providing services necessary to the operation of the organization.
