Job Description
Butterfly Staffing is seeking a skilled Senior Project Manager for a trusted construction company that specializes in federal contracting. This full-time role is ideal for an experienced leader looking to manage high-stakes federal design-build projects in the Mid-Atlantic region. Join a company that excels in general contracting, mechanical, electrical, architectural, and multi-discipline construction and renovation, primarily for federal agencies.
Key Responsibilities:
- Lead the entire lifecycle of federal design-build and construction projects. Handle pre-construction planning, bid preparation, and contract management from award to closeout.
- Oversee contract award processes, track and manage submittals, including transmittals and catalogs, and coordinate approvals with government agencies and design engineers.
- Manage internal project staff, including safety officers, estimators, and quality control personnel. Coordinate design-build teams (designers, subcontractors, and vendors) to ensure compliance with contract and budget requirements.
- Maintain strong, positive client relationships and facilitate ongoing communication. Manage subcontractors and suppliers, coordinating deliveries and project timelines.
- Prepare project schedules, oversee cost control measures, and handle the overall P/L responsibility for project execution. Monitor budgets, prepare monthly pay applications, and review subcontractor payments.
- Ensure all project documents are organized and compliant with contract requirements. Assemble closeout packages, including warranties, test reports, as-built drawings, and O&M manuals.
- Oversee project safety and quality control programs. Ensure all projects meet or exceed safety standards and comply with federal regulations.
- Seek new project and program opportunities, assist with proposal preparations, conduct market research, and provide strategic guidance on bid submissions.
- Ability to read and interpret technical specifications, drawings, and contract documents. Strong communication, analytical, and project management skills are essential.

- Must be a U.S. Citizen and capable of obtaining a Top Secret (TS) Clearance.
- Strong computer skills, including Word, Excel, Outlook, Procore, BlueBeam, and other scheduling software.
- Experience managing firm-fixed-price federal construction projects and in-depth understanding of contract vehicles such as GSA, NAVFAC, USACE, and WHS.
Qualifications:
- BS degree in Construction Management, Architecture, Engineering, or a related field.
- Minimum 10 years of experience in design-build construction projects, with federal contracting preferred.
Certifications:
- Certified Construction Manager (CCM) or
- Project Management Professional (PMP) or
- Design-Build Professional (DBIA) or
- Licensed Professional Engineer (PE) or Registered Architect (RA)
- OR an additional 10 years of experience if no certification or license is held.
Work Environment & Requirements:
- Regular travel to job sites in the DC Metro area is required for project meetings, inspections, and ongoing monitoring.
- Must be able to work in construction environments, including confined spaces, trenches, elevated locations, and areas with extreme temperatures. Proper PPE will be required.
