JOB DESCRIPTION:

We are currently seeking qualified candidates for the position of Organizational Change Management Business Analyst for our upcoming Medicaid Claims Administration and Financial Solution (MCAFS) Project in Frankfort, Kentucky. MCAFS is a significant flagship initiative focused on modernizing Medicaid business systems and leveraging modern technologies. This is a 100% remote, work-from-home position.

PRIMARY RESPONSIBILITIES INCLUDE (BUT ARE NOT LIMITED TO):

Support Organization Change Management Lead with planning, outreach, and communications for all stakeholders.

Draft and coordinate reviews of communications and promotional material.

Lead or engage in requirements gathering/JAD sessions, working closely with Project Managers, SMEs, vendors, and business users.

Define and document requirements and use cases comprehensively.

Troubleshoot application and/or interface issues as they arise.

Address reporting issues through effective troubleshooting.

Collaborate with the user community and vendors to ensure adherence to implementation timelines.

Support application/project go-live activities.

Demonstrate a high level of working knowledge with IS methodologies and processes (e.g., Project Life Cycle, System Development Life Cycle, and IS Change Management process).

Gather detailed requirements that fully define the project.

Develop high-level models and user prototypes to identify and validate business processes and solutions as needed.

Facilitate reviews, approvals, and sign-off sessions for business and functional requirements.

Oversee and coordinate end-user testing activities.

Exhibit strong communication skills.

Initiate and manage workflows for reviewing and approving deliverable documents and communications.

Collaborate with cross-functional teams to align project objectives and deliverables.

Perform gap analysis to identify areas for improvement and recommend solutions.

Identify risks and develop mitigation strategies to address potential project challenges.

Establish and maintain strong relationships with stakeholders to ensure their needs are met.

REQUIRED QUALIFICATIONS:

Bachelor's degree, or equivalent combination of recent, relevant work experience.

Experience working with Medicaid programs or healthcare systems, particularly in claims processing or financial systems.

Proficient in Microsoft Product Suites (Word, Excel, SharePoint, and Visio).

5+ years of experience working as a Business Analyst.

Demonstrable experience implementing organizational or procedural changes for a varied group of stakeholders.

Experience defining business problems, gathering and documenting requirements, determining business solutions, and verifying solutions meet requirements.

Strong understanding of SDLC methodology.

Ability to handle extreme workloads with general direction.

Relationship management and facilitation skills.

Strong written and verbal communication skills.

Proficient problem-solving skills.

Strong decision-making ability.

Adaptable to change in a fast-paced environment.

Detail-oriented and self-motivated.

Able to work independently and in conjunction with team members.

PREFERRED QUALIFICATIONS:

Working knowledge of Kentucky Healthcare Programs (e.g., Medicaid).

An understanding of healthcare enterprise systems (including, but not limited to claims, finance, members, and providers) with the ability to understand and communicate from both a business and technical perspective.

5+ years of experience working as a Business Analyst for a large-scale IT system.

Certified Business Analysis Professional (CBAP) certification.
