One of our Consulting Partners with expertise in driving solutions in Analytics, CyberSecurity, Cloud Optimization, AI/ML and IOT devices, is looking for a Capital Planning and Investment Control (CPIC) SME to join their team in Atlanta. The Centers for Disease Control and Prevention (CDC) is responsible for protecting public health by controlling and preventing disease, injury, and disability through research, education, and response efforts. This person will play a critical role in ensuring compliance with federal IT policies, optimizing CDC’s IT investments, and enhancing the maturity of the capital planning processes. REQUIREMENTS:

  • 8+ years of experience in IT portfolio management and CPIC processes within a government agency.
  • Extensive experience in capital planning, investment control, and governance for large IT portfolios.
  • Strong knowledge of federal IT policies, including FITARA, OMB A-11, and HHS IT Portfolio Management Policy.
  • Experience utilizing IT investment and portfolio management tools, specifically Folio.
  • Excellent analytical and communication skills with the ability to be solution oriented (customer facing, gathering requirements) and engage with executive leadership/facilitate cross functional teams.
  • Must be able to obtain a Public Trust clearance (successfully pass a thorough Government background screening process including fingerprinting).
  • Bachelor’s Degree.

PREFERRED SKILLS:

  • Previous experience supporting CDC’s Office of the CIO (OCIO).
  • Experience with the Government Accountability Office (GAO) Information Technology Investment Management (ITIM) Maturity Framework.
  • PMP Certification.

RESPONSIBILITIES:

  • Lead efforts to support the evaluation of the CDC's IT and data portfolio performance, guiding the development of performance measures and evaluation criteria to improve the CDC IT Portfolio Management Scorecard.
  • Manage the annual IT investment assessments to ensure optimal alignment with CDC's strategic IT objectives.
  • Oversee CDC's IT capital planning processes, including the development and analysis of business cases for annual submissions to HHS and the Office of Management and Budget (OMB), ensuring compliance with OMB A-11 Capital Planning guidance and HHS IT Portfolio Management Policy.
  • Provide financial analysis and support to CDC's CPIC team, ensuring accuracy in the IT portfolio and reporting.
  • Drive initiatives to enhance the health and maturity of the Enterprise Performance Life Cycle (EPLC) methodology across IT projects at CDC, developing tools to track stage gate activity and ensure compliance with CDC’s EPLC standards.
  • Deliver analytic support and reporting on cost and schedule variances for IT projects, ensuring full compliance with HHS and CDC project management policies.
