Job Summary

This position is located in the Office of Human Resources, D.C. Department of Parks and Recreation. This position functions as Program Support Specialist, responsible for providing personnel and management support services to DPR staff in support of programmatic operations to achieve operational goals and objectives.

The incumbent of this position serves as a Program Support Specialist with responsibility for planning and carrying out a variety of technical work assignments in support of human resources services including staffing and recruitment, classification, employee relations, and other related technical support assignments.

Duties And Responsibilities

Maintains an efficient and complete administrative record of all grant and donor activities from pre-to-post award; creates and manages donor and prospect records, log pledges and gifts, and support campaigns. Manages gift/funding acknowledgement process in a timely and organized manner via thank you letters or other pre-determined methods, creates and manages mail merges, donor contact information and mailing lists. Collaborates with program staff to understand their work and research and identify funding opportunities to advance DPR programming; disperses opportunities across the agency. Assists in the preparation of inspiring, well-written correspondence to donors including letters, brochures, newsletter features, web and social content.

Facilitates the development of relationships with funders through presentations, personal meetings, regular communications, or arranging for donor meetings with DPR management and/or programmatic staff. Provides logistical support for OPD initiated meetings, conferences, and donor cultivation events. Reviews all Donation Forms prior to drafting Donation Agreements between the agency and donors; advises staff and donors on proper donation protocols, laws and process. Assists staff with the development of grant proposals, applications and reports; finalizes staff budget requests and oversees submissions to Finance Department prior to approval/receipt of grant awards. In collaboration with program and finance staff, tracks grant deliverables and expenditures; and maintains data for reports including interim and final reports.

Qualifications And Education

Applicants must have at least one (1) year of specialized experience equivalent to at least the CS-07 grade level, or its non-District equivalent. Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience would typically include, but are not limited to: experience in the interpretation and application of regulations, procedures or laws; experience that provided a working knowledge of administrative functions; experience interviewing management to obtain and clarify facts needed to write position descriptions; experience performing personnel transactions; experience working in an automated HR system to enter data and create reports.
