This position will have the opportunity for a hybrid schedule (a combination of in-office and remote workplace). **Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.

Description Of Job

The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.

About The Department

The purpose of the Colorado Child Care Assistance Program (CCCAP) is to provide eligible households with access to high-quality, affordable child care that supports healthy child development and school readiness while promoting household self-sufficiency and informed child care choices. CCCAP provides child care assistance to low-income families who are working, searching for employment, are in training or secondary-education programs, or are participating in the Colorado Works Program or families that have an open child welfare case. Funding through CCCAP is intended to support low-income families who are working, searching for work or in school while providing high-quality early learning opportunities for children 0-13 years of age in a variety of early childhood settings such as licensed child care centers, preschools, child care homes, and before and after school programs.

What You’ll Be Doing

The CCCAP Training Specialist primary areas of responsibility are facilitating training for county CCCAP business office workers on provider and fiscal administration of CCCAP and training for eligibility workers on eligibility administration; create and maintain training materials for the CCCAP Training Team; offer technical assistance and outreach to business office and eligibility users.

Duties Include But Are Not Limited To

  • Position facilitates instructor-led training for all County CCCAP technicians statewide, including core training, specialized one-time training events, issue-specific training, continuing education, and training on policy and system changes.
  • Position collaborates with the CCCAP Program Services , Policy, and Program Integrity teams to identify training needs and schedule learning events.
  • Position collects and analyzes data on training activities.
  • Position must be knowledgeable in CCCAP policies and familiar with the practical application of CCCAP regulations in addition to training standards and principles to ensure training aligns with the needs of county staff.
  • Provides technical support to County CCCAP technicians, as directed by program staff.
  • Provides assistance to County CCCAP technicians in navigating and performing duties in CHATS.
  • Provides technical assistance to county users in navigating the learning management system of record.
  • Responds to training email inquiries.
  • Conduct one-on-one virtual technical assistance sessions with county users.
  • Conduct virtual office hour support sessions for county users.
  • Help county users troubleshoot system issues.
  • Creates and maintains training materials for facilitated training.
  • Assesses where changes may need to be made to training materials based on training outcomes and implements changes.
  • Recommends changes to learning objectives when needed.
  • Determines and implements strategies for making training material more accessible.
  • Position facilitates instructor-led training for business office county workers statewide as needed, including core training, specialized one-time training events, issue-specific training, continuing education, and training on policy and system changes.
  • Position collaborates with the CCCAP Program team to identify training needs and schedule learning events.
  • Other duties as assigned

Minimum Qualifications

Experience Only:

Six (6) years of relevant experience in an occupation related to Early Childhood, Education, Human Development, Human Services, Adult Learning, Training, Public Policy, Public Administration or a related field. A minimum of 2 years within the past 4 years administering CCCAP. Experience must be sufficiently informed about professional practice in the fields of human services eligibility, case management, and workforce development for vulnerable populations to promote a high degree of relevance in the training and help learners appropriately apply training content to their job.

OR

Education And Experience

A combination of related education and/or relevant experience in an occupation related to Early Childhood, Education, Human Development, Human Services, Adult Learning, Training, Public Policy, Public Administration or a related field the work assigned equal to six (6) years. A minimum of 2 years within the past 4 years administering CCCAP. Experience must be sufficiently informed about professional practice in the fields of human services eligibility, case management, and workforce development for vulnerable populations to promote a high degree of relevance in the training and help learners appropriately apply training content to their job.

Substitutions

  • Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.
  • Additional appropriate education will substitute for the required experience on a year-for-year basis.
