******** s Asset & Capital Management (A&CM) Division integrates and aligns the Authority s existing development, modernization, and asset management. Within A&CM, the Capital Programs vertical manages implementation of most capital projects across ******** s portfolio including building envelope repair, MEP system replacement, structural repairs and reinforcement, resilience and sustainability initiatives, security projects, and grounds and playgrounds initiatives.
The Senior Director of Program Management is seeking a full-time staff augmenter to fulfill the role of Operations Manager to support the work of the Program Management teams, which include designing, planning, and managing implementation of special projects to improve program deliverables, and working in coordination with other areas of ********, as relevant.

  1. Scope of Work

The following key responsibilities and skills will be required for this position:

  • Assist the Senior Director to optimize day-to-day Program Management operations to ensure alignment with organizational goals and to ensure capital program deliverables are met
  • Review and troubleshoot activities to identify program bottlenecks
  • Lead initiatives across all Program Management Teams on matters including budget, planning, design, construction, and close-out
  • Facilitate cross-functional and cross-divisional coordination as necessary to advance A&CM initiatives, address operational challenges, and expedite prioritization requests; Ensure clear communication between Program Management teams and other A&CM verticals promoting adherence to division-wide strategic objectives and priorities
  • Support the Senior Director in implementing a data-driven strategy to enhance the operational effectiveness of Program Management teams. This includes designing and executing capacity-building initiatives to improve technological integration and data management skills and coordinating with ******** IT to meet the team s technology needs.
  • Monitor Program Management team performance to ensure projects and programs are delivered on time and within budget. This includes implementing a best-practice project management and project controls framework, fostering teamwork and accountability among team leads and stakeholders, analyzing reports to identify anomalies and outlier metrics that need to be elevated, and providing recommendations for corrective actions.
  • Assist Deputy Directors with oversight of vendor and contractor procurement and contract management, including but not limited to RFP preparation, bidding and awarding to lowest responsible and responsive bidder.
  • Organize meetings, track action items, and prepare agendas, briefings, reports, and presentations; Communicate findings and recommendations to internal and external stakeholders, while supporting effective engagement and follow up within or on behalf of the Program Management teams
  • Ability to think strategically and problem-solve to drive change and innovation while effectively juggling diverse responsibilities and multiple competing priorities in a fast-paced environment
  • Ability to communicate clearly, both verbally and in writing, and effectively translate complex issues and information for staff at differing levels of seniority as well as diverse stakeholders and audiences
  • Experience with and agile management of Microsoft Office Suite, program/project management software, data visualization and analytics tools
  • Experience using e-Builder or other construction management software
  • Experience with cost estimating and project scheduling
  • Excellent analytical skills and organizational skills and attention to detail.
