Our client is seeking a Financial Management Specialist for an intermittent assignment in Turkmenistan.

The Financial Management Specialist will support the SG-TRA by providing advice on the improvement measures of financial management systems and/or procedures to the executing/implementing agencies of the proposed Trans Turkmenistan Railway Modernization Project (Phase 1, Ashgabat-Dushak) for the client's financing, based on thorough analysis of financial management, financial governance and institutional financial analysis of such agencies as required in accordance with the client's guidelines and methodologies.

Looking at 20 Work Days from November 2024 to June 2025.

This Job closes on Wednesday 16th October 2024.

Scope of Work

The consultant will work closely with the client's staff and designated team members, to complete solid financial management/financial analysis reports in full compliance with the client's guidelines and methodologies by undertaking the financial management and institutional financial analysis of the executing/implementing agencies of the proposed project for the client's financing. The financial management assessment to be finalized will cover financial analysis of Turkmen Railways Agency and of Turkmen Demiryollary Joint Stock Company.

The specialist shall have: (i) a master's degree or higher degree in financial management, economics, or related fields; (ii) a certified public accountant qualification or equivalent qualification; (iii) a minimum 10 years working experience in financial management, accounting, auditing or related field; (iv) working experience in preparation or implementation of World Bank and/or ADB-funded projects; (v) Russian and/or Turkmen language skills will be considered as an advantage.
