Position Summary

This position is in the US Department of Transportation (DOT) Office of the Chief Information Officer (OCIO). The IT Project Manager is responsible for architecting, managing, delivering, and operating data shared services offered to the DOT user community. The position supports agency-wide data platforms and initiatives, collaborates within OCIO and across the Operating Administrations (OAs) on data services, executes data services projects, and provides excellent customer service. The IT Project Manager oversees data services design and development, leads working groups and user communities, and supports the overall portfolio of data platforms and services.

Essential Functions

  • As IT Project Manager, the employee is responsible for all aspects of shared data services, including administering the IT components that make up those services, managing user/stakeholder accounts, ensuring applications are up to date, interfacing with other project managers, data analysts, and data owners, and ensuring the data systems meet all IT security requirements.
  • Responsible for providing the full range of data shared services support to effectively, efficiently, and economically enable the Department to execute its safety mission through the application of modern IT strategies and solutions.
  • Translates business objectives to technology needs for growth and operations, determining long-term systems needs to accomplish Data Services objectives. Identifies key business and technology drivers that impact data services architectures, studying feasibility and providing in-depth analyses of current requirements and performance gaps to develops long and short-range strategies.
  • Participates in evaluation and analysis of next generation data services solutions and strategies, as well as in the selection, implementation, and maintenance of all technology purchases related to data services.
  • Manages customer needs and expectations ensuring a balanced approach is used to link Data Services objectives to those needs and expectations, ensuring customer satisfaction, and acts on the results.
  • Designs and implements systems that have a significant impact on the achievement of the Data Services mission such as risk based and data driven solutions, geospatial and visualization tools, transactional data systems, and decision support/business intelligence.
  • Serves as a technical authority and expert in the assigned service delivery areas which include shared service IT security and disaster recovery, conducting high-level technical analyses of the functional and management aspects of programs and projects using data-related Information Security policies, directives and procedures.
  • Coordinates and collaborates with cognizant Information Systems Security Manager and Information Systems Security Officer(s) to maintain Authority to Operate, ensuring continuous monitoring of information security and privacy controls for all information systems under the project manager s scope.

Preferred experience

  • The ideal candidate will have Mid-level Project Management experience
  • Mid-level years of architecting, managing, delivering, and supporting data services. Examples include, but are not limited to: SAS, Tableau, Tyler Tech DataHub, Databricks, Microsoft Purview, Collibra, Azure and AWS data services, and others
  • Project Management Training/Certification preferred
