As a Digital Delivery Sr Business Systems Analyst (BSA) at ICF Next, you will apply your analytical and critical thinking skills to help solve client challenges. The Work

ICF is supporting an outreach effort for a federal agency on a data modernization effort. This effort aims to discover and process map the current data site, offer a modernized solution to the data processes, and enhance the existing process to align with the agency's strategic goals. The team consists of Product Management, stakeholder engagement, communications and analytics. The team works in 4-week sprints to deliver system discovery, data analytics, and user engagement data.

Responsibilities:

  • Be an owner and driver of all aspects of the digital data discovery process, including meeting coordination and notes, planning, stakeholder engagement support, scrum master duties and Jira management.
  • Support requirements solicitation using interviews - both internal and external, document analysis, questionnaires, business process descriptions, use cases, scenarios, business analysis, and existing system analysis.
  • Document requirements using variety of techniques including BDD-style specifications, feature identification, user stories, acceptance criteria, workflow diagrams, and use cases.
  • Manage requirements traceability and track requirements status throughout the project using Jira.
  • Communicate (both verbal and written) with the technical support team units and the client.
  • Support facilitating team meetings to gather, document, refine, and prioritize requirements, design system enhancements, identify action items, and drive user feedback.
  • Document technical support discussions, write requirements in Confluence, and decompose requirements into user stories in Jira.
  • Support the product manager by translating product backlog items into the sprint backlog and sprint planning.
  • Support the Product Manager in updating project dashboards, refining project milestones, and documenting project meetings.
  • Collaborate with subject matter experts, developers, researchers, communications, and user experience researchers in an Agile environment.
  • Suggest areas for improvement in internal processes along with possible solutions.
  • Support the Product Manager in organizing the Confluence project space.
  • Create standard templates for requirements and project processes.


Minimum Qualifications:

  • Bachelor's degree
  • 5+ years of experience in gathering, refining, and prioritizing requirements for digital products.
  • 5+ years of experience working with cross-functional teams to build digital products using an Agile methodology.
  • 5+ years of experience working design, development and maintenance of technical documentation -features, use cases, design specifications, and other supporting system documentation, utilizing Jira and Confluence.
  • Must be able to obtain a Federal Public Trust clearance.
  • MUST RESIDE IN THE United States (U.S.) and the work MUST BE PERFORMED in the United States (U.S.).

  • Strong analytical skills, especially business process.
  • Excellent organization, communication skills, and attention to detail. Ability to follow-through, including the flexibility to perform in an ever-changing work environment.
  • Ability to juggle multiple workstreams in a fast-paced environment and meet deadlines.


Preferred Skills and Qualifications:

  • Experience diagraming processes using tools like Microsoft Visio
  • Scrum Master experience/certification.
  • Federal contracting experience.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is :

$76,848.00 - $130,642.00
