Summary: This role focuses on the design and delivery of an all-payer claims database, incorporating data from multiple state systems to produce analytics via dashboards and reports. The Project Manager will lead the implementation team, manage client relationships, ensure timely project delivery, and navigate a complex cross-functional environment involving state and federal healthcare systems.

Responsibilities:

  • Establish and manage team structure and client relationships for program implementation.
  • Oversee the Joint Application Development (JAD) process, ensuring alignment on business requirements.
  • Develop and maintain business requirement documentation.
  • Manage risks, issues, scope, and schedules to ensure contract adherence and timely project delivery.
  • Foster collaboration across Optum, UnitedHealthcare, and client teams to meet project goals.
  • Deliver operational services with high quality, meeting all Key Performance Indicators (KPIs) and Service Level Agreements (SLAs).
  • Engage in business development opportunities and manage stakeholder relationships.

Skills/Qualifications:

  • Bachelor's degree or equivalent experience.
  • 5+ years of experience in soliciting, reviewing, and writing functional and non-functional business requirements.
  • 5+ years of experience leading requirements gathering and validation.
  • 3+ years of experience in the healthcare industry, particularly with claims, provider, or member data.
  • 2+ years of experience managing project controls including issues, risks, and schedules.
  • Familiarity with HIPAA, SOX, and other healthcare regulations and policies.
  • Willingness to meet with clients in Hawaii Standard Time (HST).

Preferred:

  • Experience in Medicaid Management Information Systems (MMIS) or Enterprise Data Warehousing (EDW).
  • Strong background in business analytics, particularly in state government or Medicaid environments.
  • Candidates located in Hawaii or the West Coast time zones for easier client interaction.
