Job Title: Senior Business Analyst

Summary:

A Senior Business Analyst is needed to support the implementation of a Local Public Health Data Platform for the Department of Public Health (DPH). This platform will serve as an interface for local and regional boards of health in Massachusetts, handling key workflows like inspections and permitting. The platform will also collect and report public health data using tools such as Salesforce, Mulesoft, Snowflake, Informatica (IICS), and Tableau. The Senior Business Analyst will work closely with an external consultancy responsible for the platform's build and implementation while also providing internal subject matter expertise.

This role involves understanding and validating project proposals, working with stakeholders, building infrastructure and reports, and participating in data-driven initiatives. Post-implementation, the Data Office will maintain the infrastructure and support data goals for the Office of Local and Regional Health. The ideal candidate should have expertise in project requirement analysis, data management, collaboration with stakeholders, and translating business requirements into technical specifications.

Job Duties and Responsibilities:

  • Plan, develop, and document functional, technical, and business requirements for various projects.
  • Write business and technical documentation to support both development and end-user needs.
  • Collaborate with stakeholders to understand and gather requirements, providing feedback throughout the project lifecycle.
  • Adhere to established PMO standards and procedures.
  • Communicate project milestones and delivery timelines based on capacity and priorities.
  • Ensure timely delivery of solutions meeting requirements and expectations.
  • Investigate and implement business solutions or upgrades to existing systems.
  • Assist in data analysis and translate business needs into data solutions.
  • Provide training on the Data Platform and BI reports to ensure end-user understanding.
  • Cross-train peers in subject matter areas and technical expertise.
  • Work with technical teams to translate business requirements into technical solutions.
  • Lead presentations and provide analysis for management and stakeholders.
  • Contribute to project plans and assist with prioritization of resources.

Minimum Qualifications:

  • Experience creating, reviewing, and maintaining data platform requirements.
  • Strong communication skills, comfortable with technical and business stakeholders.
  • Familiarity with HIPAA and data privacy controls, especially with sensitive healthcare information.
  • Knowledge of data warehouses and enterprise data solutions.
  • Proficiency in data analytics, SQL queries, and data profiling.
  • At least 2+ years of experience with cloud database platforms such as Snowflake.
  • Experience with Salesforce and AWS cloud services.
  • Familiarity with a Business Intelligence tool such as Tableau.
  • Ability to work independently or as part of a team.

Preferred Qualifications:

  • Healthcare industry experience.
  • Strong documentation and presentation skills.
  • Experience with Amazon Web Services (AWS).
  • Snowflake certification.
  • Tableau reporting experience.
