Agency Description

The City of Philadelphia Board of Pensions and Retirement (“Board”) was created by the 1951 Philadelphia Home Rule Charter (“Charter”) as an independent board, that is, one not connected to any particular City department. The composition of the Board, spelled out in the Charter, includes nine voting members and one non-voting member. The Board is vested under state law, the Charter and City ordinances to be trustees of the Plan, with exclusive authority and full powers to control and manage the Plan’s investments (“Fund”).

Job Description

The City of Philadelphia Board of Pensions and Retirement, with assets of approximately $8 billion, is seeking a Senior Investment Officer. Investment Officer is high level analyst position performing financial analysis in public and private markets. The Investment Officer will report directly to the Chief Investment Officer and work closely with a nine-member Board of Trustees.

Duties And Responsibilities

Portfolio structuring within the assigned asset class(es). This includes, but is not limited to:

  • Recommending appropriate strategies within the asset class(es)
  • Asset classes to include public equities, fixed income, private equity, real estate, and fixed income
  • Recommending the appropriate number of investments per annum to reach the Board’s target allocation
  • Recommending appropriate commitments for each manager
  • Monitoring market, industry and asset class trends
  • Operational, back-office, and reconciliation work as needed

Evaluating and recommending managers within the assigned asset class(es). This includes, but is not limited to:

  • Determining the need to augment existing exposures to specific strategies and making recommendations to the Chief Investment Officer
  • Sourcing top-tiered managers
  • Conducting meetings and performing due diligence on identified managers
  • Recommending selections to the Chief Investment Officer

Responsible for monitoring the investment managers within the assigned asset class(es). This includes, but is not limited to:

  • Reviewing manager and aggregate portfolio performance
  • Preparing quarterly portfolio reports
  • Meeting with investment managers not less than annually and drafting meeting reports
  • Participation in Annual, Advisory Board and Valuation Committee meetings as applicable

Competencies, Knowledge, Skills And Abilities

  • Demonstrated ability to evaluate, select, or recommend of investment managers or investment vehicles within several asset classes. This may also include the Board’s Deferred Compensation (457b) plan.
  • Knowledge of public & private market and relevant industry sector trends
  • Strong knowledge of finance, economics and general business
  • Strong financial acumen
  • Strong interpersonal skills and ability to interact with senior management, senior government officials, and other stakeholders
  • Ability to accurately scopes out length and difficult of tasks and projects; sets objectives and goals; measures performance against goals; evaluates results
  • Ability to uses rigorous logic and methods to solve difficult problems with effective solutions; probes all fruitful sources for answers; can see hidden problems; is excellent at honest analysis

Qualifications

  • Completion of a bachelor’s degree program from an accredited college or university with major coursework in business administration, finance, economics, or a closely related field; AND
  • Five years of experience in a financial institution, large corporation, governmental agency, consulting firm, or similar organization, which has included the evaluation, selection, or recommendation of investment managers or investment vehicles within some or all of the asset classes listed above.

Preferred Experience

  • Experience in private asset classes (real estate, private equity, infrastructure, etc.)
  • Completion of a master’s degree program from an accredited college or university with major coursework in business administration and/or designation as a Chartered Financial Analyst or a Chartered Alternative Investment Analyst is a plus.
