Short Description:

  • Our Government Client will be working on the modernization of their data systems to provide for electronic application, enrollment, case management, and billing to serve Nevada s most vulnerable populations.
  • This project is funded through the American Rescue Plan Act (ARPA) with the goal of modernization and integration of CLIENT data systems to reduce barriers and improve access to services, streamline and create efficient workflows, reduce duplication in data entry and document collection, eliminate paper and manual processes, and improve data sharing across CLIENT programs.
  • A Business Analyst is needed for internally developed applications to create workflow analysis, requirements gathering, project deliverable management, testing, and training.
  • This project is funded through the American Rescue Plan Act (ARPA) with the goal of modernization and integration of CLIENT data systems to reduce barriers and improve access to services, streamline and create efficient workflows, reduce duplication in data entry and document collection, eliminate paper and manual processes, and improve data sharing across CLIENT programs.
  • This project must be complete by 11/2026 not to exceed ARPA funding period for expenditure.
Scope of Work: (You must have experience Performing the below):
For the data modernization project, the incumbent will be responsible for the following tasks and is not limited to:
  1. Assist with defining the project scope, project plan, and deliverables in accordance with established timelines.
  2. Responsible to develop, implement, and maintenance policies and procedures affecting major aspects of assigned activities/functions, writing technical requirements for grants and or request for proposals, and preparing documentation for system manuals and guides.
  3. Engage various stakeholders (program subject matter experts, vendors, technicians, leadership, sister agencies, etc.) in planning, discovery, determining business process, system development, and provide leadership and guidance for project related work groups.
  4. Analyze business process, develop/map and maintain documentation of business processes for IT solutions to meet CLIENT program needs in a timely manner.
  5. Monitor and participate in system implementation through the life cycle of the project for successful implementation in accordance with project specifications and requirements, is timely, and within budget. This includes workflow analysis, requirements gathering, documenting, and tracking decisions, managing deliverables, developing test scenarios, participate in data migration, testing, and training.
  6. Monitor financial aspects of system development, participate in justifying resources and allocations and expenditure decisions, participate in budgeting, prepare budget requests, track and record expenditures, and track project progress and costs.
  7. Monitor contracts and contracted vendors to include tracking deliverables, communicating status of deliverables and risks or concerns with the project to Division leadership.
  8. Educate, communicate, practice and gain acceptance of agency mission to achieve agency mission, goals, and objectives through development and implementation of communications (using a variety of tools and mediums) for shared vision and quality outcomes on all projects and activities.

Responsible to comply with all state and federal IT security standards (HIPAA, FERPA, etc.) and to immediately report any violations or breaches.
