Job Overview:

We are seeking a highly experienced Medicaid Testing Lead to provide leadership and expertise in testing activities for a state Medicaid Management Information System (MMIS) modernization effort. The role will focus on the Provider Management module and operate within the state s Medicaid Enterprise Systems (MES) Modernization Program. As part of this initiative, you will work under the Testing Center of Excellence (TCOE) framework, ensuring seamless testing coordination, quality assurance, and collaboration across various modular contractors involved in the project.

Responsibilities:

  • Lead and manage the testing efforts for the Provider Management module, ensuring alignment with the state s Medicaid Enterprise Systems Modernization Program goals and Enterprise Quality Program (EQP) standards
  • Collaborate with the Testing Center of Excellence (TCOE) to support centralized test management across multiple modules and contractors
  • Develop and execute comprehensive test plans, strategies, and cases, focusing on System Integration Testing (SIT), End-to-End (E2E) testing, and User Acceptance Testing (UAT) for the Provider Management module
  • Coordinate closely with module contractors to ensure testing activities are aligned with the overall program requirements, standards, and federal/state Medicaid regulations
  • Monitor and report on testing progress, risks, and issues to program administrators, ensuring transparency and supporting informed decision-making
  • Ensure critical bugs and defects are identified, tracked, and resolved in a timely manner by module contractors before moving to production, escalating issues as needed to the Agency
  • Implement risk-based testing strategies and regression testing to ensure the stability and performance of the Provider Management module
  • Report regularly to the Agency and key stakeholders on test progress, issues, and resolutions
  • Collaborate with development teams and other module leads to ensure seamless integration of the Provider Management module with other MES modules
  • Facilitate UAT with stakeholders, including the Agency and providers, ensuring the module meets business and regulatory requirements
  • Mentor and guide junior testers within the TCOE framework, fostering best practices and adherence to standards

Qualifications:

  • Bachelor s degree in Computer Science, Information Systems, or related field (or equivalent experience)
  • 7+ years of experience in Medicaid systems testing, with specific expertise in Provider Management modules
  • Experience working within a Medicaid Enterprise Systems (MES) modernization program or similar large-scale Medicaid projects
  • Proven experience leading testing efforts for complex Medicaid MMIS projects, including coordination across multiple contractors and modules
  • Strong knowledge of CMS regulations and CMS certification processes for Medicaid programs
  • Proficiency in using testing tools (e.g., HP ALM, Jira, Selenium) and defect tracking systems
  • Excellent communication, leadership, and collaboration skills, with experience working within a Testing Center of Excellence (TCOE) or similar centralized testing model
  • Ability to work independently and handle multiple testing projects simultaneously
  • Strong understanding of System Integration Testing (SIT), End-to-End (E2E) testing, and User Acceptance Testing (UAT) methodologies

Preferred:

  • Experience working on Medicaid modernization projects within a modular architecture framework
  • Certification in quality testing, such as ISTQB or CSTE
