NOTE: This position is currently listed as "Onsite"; however, the Assignment under this request will provisionally be "Hybrid", working 7.25 hours per calendar day, sometime between 8:00-5:00 PM (excluding lunch breaks) Monday to Friday inclusive, unless otherwise identified. These conditions are subject to change as the OPS reflects on its current situation. During the duration of the assignment you will be under the discretion of the Hiring Manager's requirements for the Project you are assigned to.

Must haves:

  • Demonstrated experience with data analytics platforms including: Microsoft Azure Synapse, Microsoft Data Factory, Databricks
  • Demonstrated experience with data warehouses including: Microsoft SQL Server, Snowflake, Databricks Deltalake, Microsoft Azure Data Lake
  • Demonstrated experience with data analytics projects including business intelligence (using Power BI)

Description

  • The VOR Master Service Agreement which expires on April 5, 2025, leaves some Contracts with funding unassigned for fiscal 2025-26. If the current statement of work expires March 31, 2025, the remaining funds can be used to exercise an option to extend the SOW beyond March 31, 2025 based on business case approvals. Such extensions will be allowable, only if the Master Service Agreement is extended beyond April 5, 2025 and be upon the same terms, conditions, covenants contained in the SOW.

Scope:

  • The Common Cluster Solutions Branch focuses on services that support both ministries and all branches within the cluster. CCS also provides business intelligence, data analysis and other KPI reporting on important areas of business operations to our partners and the cluster. These services include Business Intelligence (BI), which consists of performance reporting, analytics and consulting services, and includes offering self-service tools to enable and empower our business partners to make informed decisions for their day-to-day business operations.
  • The resource would be engaged on a number of discrete projects that have been approved by ministry program areas as key priorities, including:
    • SOLGEN Inspectorate of Policing
    • Other SOLGEN Program areas as required
  • In addition, other Microsoft Power BI work is ongoing within the Branch and resources may be required to assist in other Power BI development work involved in the unit.

Experience and Skill Set Requirements

Deliverables:

  • Design and implement business intelligence data solutions (pipelines, ETLs/ELTs, data warehouse, data lake, data lakehouse)
  • Undertake special assignments/sub-projects as assigned.
  • Assess, evaluate, and document stakeholder interests.
  • Conduct business requirement sessions and document options and outcomes.
  • Prepare and document data analysis findings and data dictionaries.
  • Participate in problem analysis and identify opportunities where business intelligence and advanced analytics can be used to support project and/or program objectives.
  • Serve as a data analytics subject matter expert on inter-disciplinary project teams and/or as an ad-hoc advisor to deliver data analytics expertise and advice.
  • Conduct periodic reviews of developed analytical solutions to identify opportunities for enhancements or evolution.
  • Research, prepare and document issues related to data collection and reporting requirements.
  • Plan, prepare and deliver demo and training sessions on new Business Intelligence dashboards and reports to all levels of user community.
  • Ensure alignment and adherence to IT processes and standards.
  • Participate in development and UAT testing and document results.
  • Participate in Knowledge transfer.

Skills and Knowledge:

  • Proven experience as a Data Engineer/ETL Developer in building Business Intelligence products
  • Proven experience in understanding, capturing, and analyzing complex and sometimes competing business requirements to develop pipelines & Business Intelligence products
  • Demonstrated experience with Azure Data Factory, Databricks, Power BI, SQL Query and/or other data query tools
  • Demonstrated knowledge and experience of Microsoft Azure ecosystem
  • Proven, demonstratable experience in data visualization; working with BI implementation methodologies
  • Knowledge of data analysis, data management
  • Proven ability to partner with internal/external stakeholders and liaise with technical experts and non-technical colleagues
  • Excellent verbal and written communication skills, interpersonal and facilitation skills
  • Strong written, presentation and interpersonal communication skills with special attention to correct use of tense, grammar/spelling and terminology
  • Demonstrated effective time management and organizational skills, including the ability to plan and prioritize workload, ensuring timelines are met and respond to demands of a dynamic environment
  • Mandatory Requirements: At least 5 years of experience
  • All roles procured are required to be cleared through the Contractor Security Clearance Process of the OPS.
  • Security Clearance process, levels, roles etc. are subject to change without prior notice. Candidates may be required to undergo revised/new process (or levels) any time prior or during the term of the contract.

  • Experience as a Data Engineer/ETL Developer in building Business Intelligence products
  • Data Interpretation and Insight Generation: Strong ability to interpret data, identify trends and patterns, and generate meaningful insights that support business decision-making.
  • Experience with Data Mining Techniques: Proficiency in data mining techniques and methodologies, including clustering, classification, regression, and association rules, to extract valuable information from large datasets.
  • Experience in Data Warehousing: Understanding of data warehousing concepts and experience in working with data warehouse technologies.
  • Knowledge of Data Integration Techniques: Skills in integrating data from various sources and formats for comprehensive analysis.
  • Proficiency in Data Analytics Tools: Expertise in using data analytics tools such as Python (Pandas, NumPy, SciPy), R, or SAS for complex data manipulation and analysis.
