IT Business Analyst & SQA Tester (Journey)

This is a remote project position that will be funded through June 30, 2026

As an IT Business Analyst & Software Quality Assurance Tester with the Public Health Laboratory IT Services (PHLITS) team, you'll play a crucial role in supporting the Department of Health's mission to protect and improve the health of Washington State residents. Reporting directly to the IT Business Analyst & Software Quality Assurance Test Supervisor, you'll be part of a dedicated team that implements and manages systems essential for COVID-19 recovery efforts. Your work will have a significant impact, not just within the department, but across the state and even at the federal level, influencing local health jurisdictions, laboratories, hospitals, clinics, and the CDC.

What You Will Do

In this position, you will independently apply your IT Business Analysis and Quality Assurance Testing skills, ensuring the successful achievement of the agency's goals. You'll take the lead in providing technical expertise, managing software requirements, and conducting thorough testing to uphold the highest standards of accuracy and quality in our enterprise systems. You will also have the opportunity to mentor fellow business and technical analysts, sharing your insights and best practices. You will elicit, analyze, document, test, and validate software requirements to drive our projects forward.

Key Responsibilities

  • Business Analysis: Collaborate with stakeholders and technical teams to gather, define, and document business and technical requirements for software systems.
  • Requirements Gathering: Lead workshops and consultations to elicit requirements, ensuring they are clear, accurate, and easily traceable.
  • Cost Estimation: Provide initial cost estimates for projects, refining them as requirements evolve, to support budget planning.
  • Software Testing: Develop and execute test plans and cases, ensuring software meets business and technical specifications. Document testing results and manage defect tracking.
  • System Maintenance: Coordinate system updates and maintenance, collaborating with cross-functional teams to implement new technology and resolve issues.
  • Risk Management: Identify potential IT risks and recommend solutions to improve system performance and data quality.
  • Collaboration: Work closely with IT and business staff throughout the project lifecycle to ensure smooth communication and successful implementation of technology solutions.

Location and Flexibility

We value work-life balance and offer the convenience of remote work with occasional in-person collaboration opportunities. Attending events or working In-office is rarely required and would be scheduled in advance. This is a remote/home-based position available to applicants residing anywhere in Washington State, as well as those living near the Oregon/Washington border and the Idaho/Washington border.

What We’re Looking For – Required Qualifications

To be considered for this position, you must meet one of the required qualification options listed and any additional qualifications included in the required qualifications section. Additionally, your IT experience must come from full-time professional employment.

  • Option 1: Eight (8) years (full-time equivalent) of professional experience in one or more of the following IT disciplines: business analysis, testing, or systems development. Of those 8 years the following must apply:
    • Four (4) or more years of experience (full-time equivalent) as a business analyst.
    • Two (2) or more years of professional experience (full-time equivalent) as a Software Analyst, Quality Assurance Tester or Software Developer.
  • Option 2: An Associate’s degree or higher and six (6) years (full-time equivalent) of professional experience in one or more of the following IT disciplines: business analysis, testing, or systems development.
  • Option 3: A Bachelor’s degree and four (4) years (full-time equivalent) of professional experience in one or more of the following IT disciplines: business analysis, testing, or systems development.
  • AND the Following Skills and experience:
    • Two (2) or more years of professional experience in a Business Analyst role or similar position supporting the software development process with Business Analyst responsibilities such as eliciting user requirements, analyzing and formally documenting business needs, processes and workflows, and using defined formats for functional use cases and business rules.
    • One (1) or more years of experience in Software Testing
    • Experience preparing documentation including internal technical documents, system diagrams, use cases, test cases, and user documentation and manuals.
    • Experience in proficiently translating complex technical issues into readily understood concepts for staff, management, and the public.
Preferred Qualifications

  • Bachelor’s degree in IT program or a closely related fields such as Computer Science, Management Information Systems, Information Technology Informatics
  • Experience working with Agile, or other iterative development methodology development methodologies.
  • Two (2) years SQL Management Studio tools or equivalent.
  • Two (2) years of Software Testing
  • One (1) year of software training experience
  • Professional Certifications in Business Analysis
  • Experience with Lean practices
