The Director of Organizational Culture is a strategic role that reports directly to the Chief Human Resource Officer. This role will assist Travis County in realizing its goal of being a trusted and well-run County, and an employer of choice that fosters a culture of support and understanding, growth and development opportunities, innovative solutions, and a flexible work environment. The Director of Organizational Culture will execute the functions of the Organizational Development Division and lead the implementation of organizational strategies to improve organizational processes, develop succession and career progression and performance management framework and resources, drive change management and innovation, promote inclusion and equity, and facilitate an engaged and supported TC workforce.

Duties And Responsibilities

  • Oversee rollout of the Adaptive Workplace Initiative
  • Support implementation of Travis County’s Strategic Plan and HRMD related objectives
  • Cultivate organizational resilience to drive transformative improvements in effectiveness
  • Study organizational effectiveness, productivity, and efficiency, including the nature of workplace supervision and leadership
  • Develop, improve, or reinforce strategies, structures, and organizational processes
  • Promote an engaged & Supported Workforce
  • Implemented robust succession planning and talent management program to include regular people review meetings with executives
  • Collaborate with Recruiting to develop strategies to recruit and retain top talent
  • Develop and implement leadership programs for emerging and executive leadership
  • Collaborate with county executives to develop a change ambassadors program based on lean principles for all county employees
  • Oversee performance management, organizational culture, belonging and employee experience
  • Integrate change management into the TC Culture
  • Use Human-Centered Design (HCD) to Reimagine jobs, reconstruct work, enhance machine-human collaboration (collaboration with AI), understand how emerging trends might shape the organization
  • Conduct organizational culture and employee engagement assessments
  • Advise leadership concerning personnel, managerial, policies and practices, and their potential effects on organizational effectiveness and efficiency
  • Coach senior executives and organizational leaders on leadership and performance
  • Formulate and implement training programs, applying principles of learning and individual differences
  • Conduct research studies of organizational structures, communication systems, group interactions, morale, or motivation to assess organizational functioning
  • Write reports on research findings and implications to contribute to general knowledge or to suggest potential changes in organizational functioning
  • Guide employees about job and career-related issues
  • Participate in mediation and dispute resolution
  • Increased employee engagement by introducing competencies and development plans for senior leaders and provided one-on-one coaching for improvement.
  • Remain informed about current research and trends in employee engagement, leadership development and corporate culture development.
  • Overseeing and leading strategic initiatives over County-wide talent development programs and processes

Minimum Requirements

Education and Experience:

Master’s or doctorate degree in Organizational Development, Human Resources, Psychology, Neuroscience Business Administration, or a related field. Proven experience working in organizational development, talent management, or related fields

Any combination of education and experience that has been achieved and is equivalent to the stated education and experience and required knowledge, skills, and abilities sufficient to successfully perform the duties and responsibilities of this job.

Licenses, Registrations, Certifications, or Special Requirements:

Criminal, Education, and Employment Background Checks Required.

Preferred:

  • Certified PROSCI Change Management, Learning and Performance (CPLP), SHRM Certified Professional (SHRM-CP), certified DiSC, Hogan or True colors Assessment Facilitator, organizational culture assessments, other relevant certifications are a plus;

Knowledge of:

  • Strong understanding of organizational behavior, organizational development, organizational design, change management principles, and adult learning theories.
  • Proficiency in Microsoft Office Suite and experience with HRIS and learning management systems.
  • Knowledge of organizational development theory, assessment tools, OD Trends, and coaching
  • Organizational regulations, policies, and procedures.
  • Proficient in the use of desktop publishing suite: Canva, Adobe Creative Suite, Adobe Sparks, Prezi, etc.
  • Proficient use of Office 365 (Outlook, Word, Excel, PowerPoint)
  • Proficient use of Office 365 Teams
  • Project Management – Asana, Monday.com, MS Project
