Summary

Supports the Head Start/Early Head Start program by managing the fiscal and related business activities of the agency by applying principles of accounting to analyze financial information and prepare financial reports by performing the following duties.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Primary Duties

  • Perform Head Start draws and reconciliations of AR/Revenue
  • Responsible for monitoring Head Start and Early Head Start budgets as well as any related budgets, such as NC Pre-K, CACFP, and local non-federal funding
  • Assists Director of Finance in preparing Financial Status Reports relating to Head Start, Early Head Start, CACFP, NC PreK, and local non-federal funding.
  • Assists with Audit preparation related specifically to Head Start, Early Head Start, CACFP, NC PreK, and local non-federal funding, expenses and reconciliations
  • Reconcile Balance Sheet accounts related specifically to Head Start, Early Head Start, CACFP, NC PreK, and local non-federal funding
  • Check coding for accuracy from blended fund budgets of Head Start, Early Head Start, CACFP, NC Pre-K, and local non-federal funding
  • Handle Cost Allocation for Head Start, Early Head Start, CACFP and NC Pre-K, etc
  • Audits contracts, orders, and vouchers, specific to Head Start, Early Head Start, CACFP NC PreK, and local non-federal funding, and prepares reports to substantiate individual transactions prior to settlement
  • Collect appropriate data and prepare federal and state reports related specifically to Head Start, Early Head Start, CACFP, and NC PreK
  • Maintain inventory of equipment, etc. specific to Head Start, Early Head Start, CACFP. and NC PreK.
  • Monitor Non-Federal cash share and In-kind for Early Head Start and Head Start.
  • Prepares and posts journal entries related specifically to Head Start, Early Head Start, CACFP, and NC PreK.
  • Receives and reconciles monthly Breakfast, Lunch, Snack (BLS) point-of-service meal count forms for the CACFP program. Cross checks daily enrollment and attendance with claimed meals and ensures there are no discrepancies before the agency submits a claim for CACFP reimbursement
  • Submits claims for CACFP reimbursement.
  • Enters expenses and revenue related to CACFP into a designated CACFP fund in the agency’s accounting system.
  • Ensures the agency has accurate and up-to-date records to support all CACFP reimbursement claims relating to BLS forms and CACFP meals/snacks
  • Review Head Start/Early Head Start staff timecards each pay period. Work with managers to ensure accuracy and completion to run payroll on time
  • Prepare 1099’s at year end.
  • Monitor leave balances.
  • Prepare and submit local funding reimbursement requests.
  • Prepare routine month end and year end entries as assigned by designated deadline.
  • Communicate with co-workers, management, clients, employees, vendors, external stakeholders, and others in a courteous and professional manner
  • Conform with and abide by all regulations, policies, work procedures, and instructions
  • Conform to all safety rules and use all appropriate safety equipment

Secondary Duties

  • Attends fiscal training as necessary or required
  • Transportation of fiscal or related documents
  • Performs all duties and responsibilities as required by position or as directed by the Director of Finance
  • Serves as backup to Bookkeeper

Qualifications

EDUCATION And/or EXPERIENCE

Bachelor's degree (B. A.) in Accounting, Finance, or a related field from a four-year college or university five years related experience and/or training; or equivalent combination of education and experience.

Language Skills

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Mathematical Skills

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Other Qualifications

Employee must submit to random drug screenings.

Other Skills And Abilities

Incumbent must demonstrate a working knowledge of accounting principles, budget development and management, and have the ability to operate a desktop computer, related software, ten key calculator, printer, copier, fax, and phone.

The Incumbent must maintain a current valid driver's license.
