Pay And Benefits

Annual Pay Range: $38.710776 - $52.259759

Hourly Pay Range: $80,518.41 - $108,700.30

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS

The Housing Authority of Clackamas County is actively seeking a dynamic Housing Choice Voucher (HCV) Program Supervisor. This pivotal role is instrumental in leading a team dedicated to providing vital housing services to our community. The HCV Program Supervisor plays a crucial part in ensuring the efficient operation of the HCV program, meeting federal requirements, and upholding the agency's core values. We are looking for a candidate who is passionate about problem-solving, has a strategic mindset to ensure program compliance, and is committed to fostering a supportive, high-performing team environment. Key Responsibilities

As the HCV Program Supervisor, you will lead a team of specialists responsible for administering the Housing Choice Voucher program. Your role involves guiding staff through complex cases and ensuring that all annual and interim reexaminations, landlord rent increases, and client moves are handled accurately and with timeliness. You will be tasked with identifying inefficiencies, ensuring compliance with funding requirements, and maintaining the program's high-performer status by continuously monitoring staff performance. Your proactive approach, which includes removing obstacles that prevent families from securing and maintaining their housing, will be a key driver of operational improvements.

The selected candidate will lead and manage a high-functioning team, emphasizing collaboration and building trusting relationships. The incumbent must be able to apply a trauma-informed lens, collaborative problem-solving, and consensus-building skills when leading, engaging, and collaborating with diverse groups, including communities of color, people living outside and/or receiving services, rural communities, subject-matter experts, coworkers, community partners, advocates, and service providers.

Required Minimum Qualifications/ Transferrable Skills:*

  • A minimum of six (6) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position
    • At least two (2) years of that experience must have been in a lead or supervisory positions
  • Demonstrated experience advancing racial equity in a workplace or community setting
Preferred Special Qualifications/ Transferrable Skills:*

The following preferred qualifications are NOT required to qualify. However, we may use them to help us identify the most qualified candidates.

  • Lived experience in housing instability, homelessness, or other institutional marginalization and/or working with people experiencing homelessness
  • Experience working with vulnerable populations, including older adults, persons with disabilities, and low-income households
  • Effective communication skills, both written and oral, with employees and the public
  • Experience working with a HUD rental assistance program and/or Public Housing program
  • Completion of one or more of the following trainings: Fair Housing Training, Occupancy Specialist Certification/Training, Eligibility Specialist Training, Yardi software Training, HQS, or NSPIRE Training
  • Experience in budget tracking and forecasting
  • Knowledge of public funding sources
  • Knowledge and understanding of lean practices and principles
  • Ability to build and maintain positive relationships with Housing Authority leadership, staff, and community stakeholders and engage others in ways that foster respect and trust

Pre-Employment Requirements

TYPICAL TASKS

Duties may include but are not limited to the following:

  • Plans and coordinates the activities of the HACC Occupancy Specialists; develops work plans, assigns intakes and inspections, allocates resources, and develops schedules to accomplish program goals.
  • Monitors and evaluates effectiveness in meeting established objectives of program and clientele; develops and implements procedural improvements and recommends policy changes to higher level management.
  • Hires and supervises professional and technical staff to provide quality service to citizens and County staff; prepares performance evaluations; recommends and administers progressive discipline; conducts and facilitates staff training and development programs; promotes cooperative team efforts among staff and other County departments.
  • Provides direction to staff on complex technical or procedural issues; makes or reviews decisions on difficult case problems; assists with resolving participant concerns or grievances; maintains or reviews client case files.
  • Coordinates the activities of the HCV Occupancy Specialists team with other human service programs within assigned department and other community and government agencies; serves as liaison to private industry.
  • Assists in preparing and updating budgets and grant proposals; manages budget/grant funds and authorizes/reviews limited program expenditures; gathers and compiles data and prepares reports.
  • Conducts public relations and outreach activities; recruits volunteers; researches resources within community and private organizations; provides program information to the public, community groups, and agencies; prepares or reviews flyers, brochures, newsletter articles, classified advertisements, press releases, and correspondence.

WORK SCHEDULE

This position is included in the County’s alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department’s business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
