Summary

This position is in the Department of Transportation (DOT), Office of the Secretary (OST), Office of the Chief Information Officer (OCIO). The OCIO serves as the principal advisor to the Secretary of Transportation on matters involving information and technology. The Office of Applications & Digital Solutions is responsible for delivering simple, seamless, and secure digital experiences to customers within the Office of the Secretary of Transportation and agency-wide.

Duties

As an IT Specialist (INFOSEC), you will own, deliver, and support low-code/no-code digital products by:

  • Being responsible for information system(s) reliability and accessibility, program policy and strategic development, and IT continuity of operations planning and support.

  • Providing support to the Department in integrating information security services and related technologies to accomplish departmental IT security goals and program objectives preventing and defending against unauthorized access to systems, networks, and data.

  • Developing, delivering, and supporting IT systems and services for digital products and solutions including, but not limited to the Department s controlled correspondence management system (the Electronic Document Management System).

The ideal candidate will be able to lead or collaborate on solutions built on software platforms such as Microsoft Dynamics, Power Platform, Salesforce, or others that support a wide range of agency functions.

CONDITIONS OF EMPLOYMENT:

  • GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.

  • CERTIFICATION: Must be able to obtain and maintain the Federal Acquisition Certification for Contracting Officer s Representatives (FAC-COR) Certification Level 1.

  • PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and aservice agreement may be required.

  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).

  • REMOTE WORK: This position may be eligible for remote work, which does not require reporting to the agency worksite location on a regular basis. If selected for a remote work location, you will be required to sign a remote work agreement detailing agency remote work policy requirements, working conditions, and expectations for the position.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
  • Experience using agile project management to ensure program functionality and support of product owners objectives.
  • Experience leading efforts to elicit client business strategy and needs to include considering options for solutions to meet those needs and delivering the most effective solution to clients.
  • Experience providing digital transformation using enterprise shared services, to include meeting Federal (or equivalent) digital and customer experience requirements.
  • Experience directing contractors engaged in the development and ongoing support for products under the team s purview.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Information Technology Program Management - Knowledge of the principles, methods, and tools for the coordinated management of an IT program to include providing oversight of multiple IT projects, integrating dependent schedules and deliverables, and related activities (for example, benefits management, life cycle management, program governance).
