Oversees and serves as project manager on major water utility projects such as the dam safety program or the water utility consultant engineering contract; identifies, researches, and recommends project needs, and scope of work; drafts requests for proposals; assists in selecting contractors and reviews plans to ensure compliance with City codes, State regulations, design and construction standards. Performs contract administration of major projects; oversees and monitors work performed by contractors; oversees project inspections; interprets, resolves conflicts, and negotiates contract changes as appropriate.

Reviews and recommends invoices for payment. Ensures the safety, security, and regulatory compliance of all work assigned. Serves as a technical expert in water resources engineering; provides information related to water resources improvements, projects, programs and activities; keeps abreast of current and future issues and trends related to surface water resources.

May be responsible for the effective supervision and administration of a project team including budget preparation and monitoring; development of capital equipment plans; purchasing and financial transactions; preparation of reports; performance management; employee relations; prioritizing and assigning work and related activities.

Participates in Department Capital Improvement Plan development and establishment of project

priorities.

Performs other duties as assigned.
