Job Summary:

The contract administrator is responsible for the contracting and procurement function of their assigned Division, during both steady-state operations and emergency response activities. The Contract Administrator supports their business unit(s) and works closely with the Division personnel to ensure a cost effective and timely contracting process. This position has extensive interaction with external subcontractors, landlords and vendors, and with internal stakeholders across all departments within the Division, and Corporate Finance and Legal personnel. In steady state, the contract administrator manages the contracting and procurement activities in support of day-to-day business operations. This includes contracting for good and services, for commodities such as leased facilities and vehicles, operational equipment and personnel, equipment maintenance services, office equipment and services, and other third-party services. During emergency response activities the Contract Administrator, in conjunction Operations, sources and mobilizes goods and services, prepares contractual documentation for customers and third-party contractors, provides cost estimates, resolves contractor issues, and reviews and authorizes payment of contractor billings.

Essential Functions:

  • Ensures MSRC procurement policies, procedures and controls are followed by all personnel involved in the procurement process, and participates in periodic audits of those policies and procedures
  • Manages the contract process for procurement of good and services, equipment, facility and vehicle leases: including contract negotiations, document creation, execution of contract documents, and issuance of purchase orders
  • Develops budget forecasting for leases and other costs for the annual and mid-year budgeting process
  • Maintains original contract information and subsequent modifications and subcontracts within MSRC's contract and lease filing systems
  • Addresses and resolves contract disputes and issues as needed, with consultation from internal Operations stakeholders, and the Finance and Legal department
  • Ensure contractors provide the required insurance coverage specified in MSRC agreements. Also ensure that our COIs related to property leases are accurate and updated annually
  • Manages the contract process during emergency response and training activities, including adherence to contract terms, resolution of contract disputes, development of cost estimates, cost reconciliation against contract, and authorization of payment of emergency response and drill related subcontractors' invoices
  • Administers contracts and qualification standards for the Spill Team Area Responders (STARs) contractors in the specified area of responsibility
  • Facilitates the Asset Disposal program and process for the Division
  • Maintains information fr potential vendors of spill related goods and services, and steady state requirements
  • Supports the contract administration component of company processed and initiatives
  • Assists other divisions with contracts and procurement issues, when required

Qualifications:

  • A Bachelor's Degree in Business, Accounting, Finance or other related field is required. Substantial relevant work experience may be considered in lieu of a degree
  • Five plus years of progressive experience in procurement or contract management
  • Advanced MS office skills, including the MS Office suite, SharePoint, and Teams
  • Experience with lease management software, such as LeaseQuery, a plus
  • Ability to work independently with minimal supervision and in a collaborative environment
  • Excellent written and oral communication skills with internal and external contacts, and strong organizational skills
  • Travel as required by business need, and the ability to be readily available for emergency response activities, which may include extended travel
  • Possess and maintain a valid driver's license
  • Possess or obtain a Transportation Worker Identification Credential (TWIC)

  • Have sufficient credit to meet the travel/cascading requirements of the position.A Company-sponsored credit card may beavailable for this purpose and must be maintained pursuant to policy
  • Occasional travel for physical inventories or to response locations may be required
