Position Summary

ETF is in the midst of a long-term modernization effort, and this position plays a critical role in the creation and integration of new solutions. In addition, this position will be involved with maintaining critical existing systems that allow our internal staff and external partners, such as employers and third-party administrators, to deliver efficient quality service to our members. As the Application Development Team Lead, you will play a key role in these efforts from planning to implementation, ensuring the team is able to meet business requirements for modern, secure, and stable software, on time and on budget. You will provide front-line, hands-on technical leadership and guidance to the team on best practices. You will continually refine and improve our solution delivery mechanisms and software development lifecycle for maximum efficiency.

Salary Information

This position is in classification IS Systems Development Services Consultant/Administrator (pay schedule/range 07-32), with an annual salary of $104,000 - $123,468.80, plus excellent benefits. Pay for current and new state employees will be set in accordance with the Wisconsin State Compensation Plan in effect at the time of hire.

Job Details

ETF offers hybrid remote/office work. The selected employee must report to ETF's office on the first day of employment, occasionally for onsite meetings, and as project needs require. All employees are expected to be headquartered and work within the state of Wisconsin.

ETF does not sponsor work visas. Any appointment made will be contingent on the applicant being able to prove valid status to work in the United States.

Prior to any appointments for position(s) filled from this announcement, candidates may be subject to a comprehensive criminal background check to determine whether the circumstances of any conviction may be related to the duties required of the position.

A 12-month probationary is required.

Qualifications

Minimally Qualified candidates will have experience in all of the following:
  • Technical software development experience using a complex language (e.g., Java, C#, .NET, etc.)
  • Leading technical staff on a development project
  • Establishing a process improvement related to the any of the following aspects of the Software Development Life Cycle (SDLC): code management, CI/CD improvements, code monitoring/reviews, test automation, requirement definition, manual testing, or release management

Highly Qualified candidates will also have experience with some of the following:
  • Developing and implementing operational support plans for applications
  • Working with a vendor to implement a software solution
  • Leading technical staff on an enterprise-scale development project
  • Leading agile development teams and/or Scrum Master Certification
