Description of Duties:
The CTB Assistant Lab Manager/Lead IT Engineer supports the Missile Defense Agency (MDA) on the Integrated Research and Development for Enterprise Solutions (IRES) contract. The candidate will:
Assist the manager in the day-to-day supervision, oversight, planning and day to day execution of a multi-million dollar IT testbed supporting MDA and program level activities and testing.
Be the technical lead for all Delivery Team activities in the C2BMC Test Bed.
Identify challenges, create strategies and courses of action, and execute them to create a more mature and robust program for our customers and the MDA mission.
Ensure technical teams are performing contractual duties within the boundaries of the Performance Work Statement, testbed baselines and developer documentation.
Collaborate and coordinate closely with system administrators, network engineers and cyber experts to identify, analyze, define and solve complex problems.
Provide technical and system engineering direction to team members as needed.
Establish and implement appropriate processes or improve current processes to achieve efficient IT operations.
Make recommendations and advise on system development, process development, process improvements, optimization, or support efforts.
Work closely between the team and Configuration Managers to ensure all efforts adhere to proper configuration management practices
Provide engineering and technical expertise to requirement development and implementation of complex systems to meet operational and testing requirements
Evaluate proficiency and skills of team members to make training recommendations to the manager as needed to improve performance and operations
Participate in planning, scheduling and technical interchange meetings with developers, system engineers, customers, stakeholders and technical experts
Routinely collaborate, coordinate and lead testbed-related technical discussions, readiness briefs, and status briefs to internal/external teams, stakeholders and senior government officials.
Be able to act as the Lab Manager when required.

Effectively communicate, both verbally and in writing, with a diverse group of external and internal associates within the organization.
Make judgments required for the planning, prioritizing and organizing a diversified workload.
Address complex challenges and drive forward despite setbacks.
Drive organizational change to better support customer requirements.

Basic Requirements:
Must have one of the following combinations of education and experience: HS Diploma (or GED) and 16 years of general experience; Associate's degree and 14 years of general experience; Bachelor's degree and 12 years of general experience; Master's degree and 10 years of general experience.
Must have at least 9 years of directly related experience
Must have at least 3 years in a leadership or management roles
Must have knowledge of basic systems, engineering processes supporting requirements development, risk management, trade studies/analysis, and verification & validation (also referred to as "testing")
Must have experience supervising IT/Technical professionals
Must have experience with information technology platforms and concepts (networks, computers servers, Operating Systems, virtualization, maintenance and administration)
Must have demonstrated ability to plan and manage complex resources against constraints
Must have experience with System engineering and/or requirements development
Must have, or obtain within 1 year, a current DoD 8570 IAT Level II certification (Security+ CE, CySA, etc.) or higher
Must have, or obtain, an active DoD Secret Security Clearance
Desired Requirements:
Be familiar with Life Cycle management
Be familiar with Project Management or have a PMI certification
Have experience performing duties as a Hiring Manager
Be familiar with the Remedy ticketing system
Have experience with Systems Administration, Network Administration, and/or Network Engineer
Knowledge of Missile Defense, DoD communications systems and MDIOC operations
Degree in an IT or Engineering related discipline
A demonstrated record of proactively achieving organizational goals and objectives
This position is expected to pay $123,000 - $148,000 annually; depending on experience, education, and any certifications that are directly related to the position.
