JOB SUMMARY

This is a Lancaster County Adult Probation and Parole Services management position providing full performance and operational oversight of the department’s business functions. While most of this individual's duties will be the fulfillment of assigned tasks and special projects, his/her work must be completed with considerable initiative and independence. Specified administrative duties and record keeping tasks will be performed in areas involving organization-wide policy, procedure, budget, purchasing, and fiscal matters. Completed work and performance are reviewed for soundness of reasoning, effectiveness, accuracy, and conformance with the department mission and established polices/objectives.

REPORTING RELATIONSHIPS

This position reports directly to the Deputy Director of Administrative Services.

ESSENTIAL JOB FUNCTIONS

50% Fiscal responsibilities, including but not limited to: Manage purchasing of all supplies, services, and travel arrangements for agency. Work in cooperation with designated support staff to ensure appropriate procurement and delivery of supplies and services. Manage departmental expense reimbursement processes. Responsible for payment of recurring monthly invoices. Complete and review payroll on a bi-weekly basis. Develop and oversee agency grant proposals/awards. Assist with the development of department-wide budget in cooperation with the director, deputy directors, and other administrative staff.

15% Develop and oversee agency contracts and letters of agreement with providers and outside agencies, to include the request for proposal process in conjunction with the Purchasing Department.

15% Manage department vehicles, including but not limited to: Ongoing maintenance, service requirements, and scheduling. Distribute and keep records of treatment court incentives. Maintain staff training records and training scheduling.

10% Act as liaison to Facilities Management department to ensure completion of all building work requests. Coordinate and oversee building access management.

5% Coordinate destruction of appropriate agency records in compliance with the record retention policy and industry standards.

5% Work in cooperation and coordination as a member of the Adult Probation and Parole Services Collective Leadership Team.

OTHER SPECIFIC TASKS OR DUTIES

MINIMUM QUALIFICATIONS

Qualifications include a bachelor’s degree in business administration or a related field with one year of relevant office management experience; or an associate degree with three years of relevant experience; or a High School Diploma with at least six years of relevant experience; or any combination of equivalent training, knowledge, and experience.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of English grammar, spelling, and punctuation, as required for professional written presentation.

Skill in completing assignments accurately and with attention to detail.

Knowledge of operational policies and procedures which relate to administrative, programmatic, financial and support services functions.

Advanced proficiency in the use of computer programs and software applications, as required for essential job functions.

Ability to comprehend organizational/programmatic goals/objectives and relate these to department business practices and analysis.

Ability to devise and implement solutions to administrative problems with minimal oversight.

Ability to present ideas/concepts, methods/procedures, and instructions/responses clearly and concisely, both verbally and in writing.

Ability to establish and maintain effective working relationships with a full range of staff employed by Adult Probation and Parole Services, as well as with individuals from other Court/County departments.

Ability to organize and complete work and coordinate tasks within established schedules and with accuracy is critical to the success of those duties.

Skill in organizing and maintaining financial and personnel records and in preparing reports and statements from those records.

Effective time management skills and ability to prioritize work duties.

Display initiative and creative resourcefulness.

REQUIRED LICENSES/CERTIFICATIONS/CLEARANCES

The candidate must pass a criminal background check, a pre-employment drug screen and a driver history check.
