Position Description

This posting will be used to fill a full-time, Senior Engineer position in the Department of Public Works, Bureau of Watershed Protection and Restoration (BWPR), Modeling and Analysis Unit. This position provides management and oversight of staff within the Total Maximum Daily Load (TMDL) Support Group of BWPR.

NATURE AND VARIETY OF WORK

This position is responsible for assisting the BWPR Modeling and Analysis Engineer Manager in developing and implementing policies and procedures for water quality and water quantity modeling; impervious surface and pollutant load reduction tracking; and demonstrating compliance with and annual reporting for the County's NPDES MS4 permit. This position supervises the Engineer III and GIS Specialist in carrying out various work tasks and assignments related to documentation and progress towards TMDL and waste load allocations assigned to the County by the State. This position is responsible for managing and developing comprehensive watershed assessments, developing restoration plans that are executed through the CIP, and working collaboratively with CIP Project Managers and the Ecological Assessments & Evaluation unit to ensure efficient BWPR program implementation.

This position performs, manages, and evaluates watershed modeling and analysis (water quality, hydrologic, and hydraulic) in a GIS environment to support of the group's development of Watershed Master Plan Studies, Watershed Restoration, and Total Maximum Daily Load Implementation Plans. This position works with units throughout BWPR to meet watershed restoration and program goals. Work assignments are received from a higher-level supervisor, but the employee has considerable independence in developing procedures and carrying out projects from design to completion.
Examples of Duties and Knowledge, Skills and Abilities

Direct, review, and perform analyses for water quality, hydrologic, and hydraulic purposes using water quality and quantity models. Perform scenario analyses including the evaluation of existing, future, and what-if development conditions. Follow technical standard operating procedures and document/update procedures.

Manage the development of comprehensive watershed studies. Provide technical input to the studies. Coordinate with the Modeling and Analysis program staff and consultant staff on the studies.

Lead and participate in various meetings. Meetings may include a wide range of people including the public, other County staff, consultants, and state personnel. Develop materials for use in meetings such as reports, presentations, tables, graphics, agendas, and meeting minutes.

Ensure the data collected for use in the studies and projects is accurate and is formatted to work in the watershed modeling tools. Provide quality assurance and quality control of the data. Ensure metadata is developed and meets County standards for all projects

Provide technical engineering assistance to professional, technical and office support staff.

Evaluate TMDL support elements and provide oral and written assessment and recommendation reports to the Engineer Manager for consideration and decision-making.

Ensure the correct impervious area accounting is used for modeling impervious surface reduction and pollutant load reduction required by the County's NPDES MS4 permit and that such information is reported annually, as required by the permit to demonstrate compliance.

Review and track completed restoration projects and account for pollutant load treatment credits , wasteload allocations and impervious surface treatment credits in support of the County's goals for meeting NPDES permit requirements and TMDL restoration plans.

Document changes in project cost (for projects requiring consultant support) and schedules, and prepare written reports to the Engineer Manager on project status and problems needing resolution by management.

KNOWLEDGE, SKILLS AND ABILITIES:

Thorough knowledge of water quality, hydraulic, and hydrologic modelling, at site and watershed scales.

Thorough knowledge of ArcGIS (ArcPro, portal, web maps and applications), spatial analysis, and ArcGIS geodatabases, as well as ArcGIS geoprocessing and automation.

Experience with Relational Database Management Systems and/or document management tracking systems.

Ability to interpret and analyze GIS data sets such as impervious surface, parcel maps, and aerial photography.

Ability to communicate effectively, both orally and in writing. Ability to work effectively in teams. Strong interpersonal skills, with a focus on dealing with peers and clients as well as external agencies

Ability to deal tactfully, effectively, and equitably with people.

Ability to attend meetings or perform work at locations outside the office, if necessary.

Ability to recognize and to troubleshoot problems and develop effective solutions

Ability to conceptualize complex relationships and synthesize information from various sources.

Extensive experience with Microsoft Office software (Excel, Access, Word, and PowerPoint) and Google G Suite applications (Docs, Sheets, Slides, Drive).

Excellent communication, organization, research and report writing and presentation skill

Extensive knowledge in engineering principles and practices related to watershed assessments, TMDL and WLA compliance, and modeling.
Minimum Qualifications

A bachelor's degree from an accredited four-year college or university with a degree in engineering or a related field; four (4) or more years technical experience in engineering; and a valid non-commercial Class C motor vehicle operator's license.

Note: Related degrees may include: Water Resource Management, Environmental Engineering, Geographic Information Systems.

1.) Working knowledge of NPDES MS4 Permits and Chesapeake Bay TMDL.

2.) Knowledge and experience with stormwater runoff and stormwater BMPs, including familiarly with MDE/EPA Stormwater BMP Manuals.
