Duties

  • Collaborates with key stakeholders to manage and carry out Agency affirmative employment and organizational health goals and ensure compliance with applicable laws, regulations and policies.
  • Serves as an expert for leadership and managers. Provide reinforcement training for organizational health goals for diversity and inclusion in the workplace. Monitors and directs strategic planning based on workplace data analysis and assessment.
  • Conducts outreach activities and liaise with appropriate constituent groups and professional organizations to support recruitment and foster the LAC Bureau’s relationship with the public.
  • Research best practices in diversity initiatives and use findings to recommend decisions. Keeps officials apprised of employment trends, including overseas staff. Identify personnel practices contributing to barriers to employment and advancement.
  • Provides diversity and inclusion education training and coordinate LAC’s support to the USAID workplace culture program in Washington and overseas. Serve as a facilitator for employee engagement meetings, including retreats, bureau-wide meetings.

  • Must be able to obtain and maintain a Security clearance.

  • These are Testing Designated Positions (TDP's) under the Agency's approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.

Qualifications

Specialized Experience:

GS-14: One year of specialized experience which includes a) Advancing an inclusive culture and using appropriate tools and data that enable differences among personnel to improve business practices, effectiveness, and organizational health; b) Supporting human capital diversity objectives and efforts in all phases of an employee life cycle to include recruiting, hiring, selection or onboarding; c) Managing budgets related to diversity initiatives and obtain funding for programs, activities, and initiatives; AND d) Conducting specialized briefings, orientations or trainings for managers, supervisors, or employees on Equal Employment Opportunity (EEO) requirements and diversity and inclusion. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.

CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible applicant with the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. In addition, a well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.
