The Office of the Chief Information Officer (OCIO), GIS (Geographic Information Systems) Team requires a GIS Developer who is skilled in python scripting to work on both new development projects and ongoing support of administrative workflows and applications. This position will be responsible for working with the OCIO GIS Team to develop GIS processes and scripts and support daily operations. Responsibilities will include developing administrative scripts, workflows, documentation, and metadata to support the NEGIS Enterprise Portal and databases. Work with the team to support state agency GIS projects. The individual will need to have strong organizational skills, the ability to write technical documentation, and create step-by-step tutorials. Will work with the GIS Supervisor to support Nebraska GIS Council initiatives. Other duties include assisting the team in technical support to agencies, troubleshooting issues when they arise and develop solutions to agency GIS related tasks. The ability to communicate with technical team members, business users, and management is required.

General Duties:

  • Consult with peers on application or database issues.
  • Communicate with customer agencies on a daily basis to resolve service or incident tickets.
  • Develop scripts and workflows to automate administrative processes.
  • Support team and agency projects with Python and other scripting language expertise.
  • Coordinate with peers on projects to support agency initiatives.

  • Prepare estimates of time/effort required on projects
  • Prepare solution development, recommendations and evaluation criteria

Under general direction the candidate will be responsible for all phases of development and maintenance on assigned applications, scripts and other tasks; researches system enhancements and problems; performs analysis and design of computer applications; performs programming and testing; performs related work as assigned. Candidate works directly with various levels of business and technical staff to determine sound technical solutions for business requirements. Candidate designs, codes, tests and documents applications and scripts. Candidate has full technical knowledge of all phases of applications development and the development technologies utilized. Candidate provides production support for small and large, simple and complex applications including the ability to resolve problems in constrained timeframes. Candidate may be responsible for mentoring less experienced team members. Candidate may lead small-to-medium projects or components of larger projects. Candidate has strong organization, planning, problem-solving, and decision-making skills. Experience must be current within the last year. Candidate MUST have strong written and verbal communication skills.

Candidate may be called into work on evenings and/or weekends if the project requires immediate attention or change management process requires off hour work (examples: upgrades, administrative process testing).

A successful candidate should have experience with Python/ArcPy scripting, SQL and/or PostgreSQL database management, and familiarity of GIS. Additionally, an understanding of metadata, and automating and standardizing processes will be necessary.

Requirements:

  • Work 100% on-site in Lincoln, NE, Monday-Friday (40 hours/week) with some work outside of operational hours as needed. No remote work.
  • May work off hours for application upgrades, and administrative testing, or other emergencies
  • Bachelors, or Masters degree in computer science, geography/GIS, or related field, experience may be substituted for education on a year for year basis.
  • One (1) year experience with scripting languages, APIs and modules such as: JavaScript, HTML, CSS, Pandas module, ArcPy module, ArcGIS API, PowerShell, and/or REST APIs.
  • One (1) year experience using: Microsoft SQL Enterprise Databases (v2016+) and/or PostgreSQL databases.
  • Two (2) plus years experience scripting with Python.
  • Experience developing policies, and workflows for collaborative environments.
  • Experience developing training and documentation for end users.

Preferred:

  • Experience with Portal for ArcGIS, ArcGIS Online, Enterprise Geodatabases, ArcGIS for JavaScript, and Arcade.
  • Experience with geographic information management and spatial data standards.
  • Experience with Microsoft graph.
  • Experience with Visual Studio Code, GIT.
  • Experience with Agile development methodologies.
  • Experience with Azure DevOps.
  • Experience with Confluence.
  • Experience with support ticketing applications and services.
  • Experience with chat group and video conferencing applications.
  • An understanding of GIS technologies and data structures
