Position Title: Messaging Technician (Navy Joint Messaging Center Watch Operator)

Customer: Commander Pacific Fleet (CPF) Headquarters N6, Pearl Harbor.

GCA Requires a Navy Joint Messaging Center Watch Stander to support a team of Message Handling Professionals in support of Commander Pacific Fleet JMHS messaging operations. The candidate shall provide NIPR and SIPR Joint Message Handling System (JMHS) operation and maintenance ser-vices for approximately 45 naval and joint activities per established SOPs. This individual will be part of a 24-hour watch (monitoring JMHS messaging processing and troubleshooting message delivery problems) during weekdays. When operational requirements dictate the watch schedule will change to cover weekends. Typical watches are 8 hours daily (not exceeding 40 hours weekly). Under certain circumstances weekends may the candidate to be on-call for problem resolution for the JMHS system during weekends.

PERFORMANCE REQUIREMENTS

1. The Candidate will have troubleshooting capability and sufficient knowledge to correctly parse both incoming and outgoing naval messages. He/she shall also have a functional knowledge of the Defense Messaging Dissemination System (DMDS) system operations and how it interfaces with the Command and Control Office Information Exchange (C2OIX) system at Naval Computer and Telecommunications Area Master Station (NCTAMS).

2. The Candidate must:

  • Be able to create new profiles and maintain customized user messaging profiles for unclassified and classified computers using the Northrop Grumman Logicon Message Dissemination System (LMDS) Mailroom application.
  • Have an understanding of Allied Communications Procedures (ACP 128 US SUPP-1) along with other military messaging format references.
  • While on watch at Pearl Harbor Building 661, verify full "Search Functionality" for 5 JMHS servers every two hours.
  • While on watch maintain and update the official "Radio Log", logging in all matters of significance to include any outages or anomalies or issues to "pass down" to the follow-up Watch(s). The Candidate shall log the two-hour verification of proper Search functionality for each JMHS Server.
  • Support messaging customer requests to create or update a user's account.
  • Provide troubleshooting type services and problem resolution to JMHS users who contact the JMHS Watch either telephonically or via email. On average 10 calls occur daily.
  • Must be proficient with Microsoft Outlook, setting up Rules, ".pst" files and Search Folders.

SKILLS AND KNOWLEDGE REQUIRED FOR THE POSITION:

  • DoD security clearance, 2 Year Technical Degree
  • Minimum 4 years related experience and/or training.
  • Ability to read and interpret general technical periodicals, journals, military procedures, and regulations.
