This is a remote position.

The North Carolina Department of Revenue is seeking a self-starter Data Engineer Analyst to support our Business Intelligence initiatives. The Data Engineer Analyst will work with a team of internal and external IT professionals to support customer business intelligence and data analysis initiatives through data gathering, cleansing, loading, quality analysis, application development, and query and report development. The work to be performed is identified and prioritized by the Department's business divisions and is implemented using a structured software development lifecycle methodology within the ITIL framework.

This position's primary function is to support and perform application development in a diverse environment that includes SAS, SQL, PL/SQL, JAVA, and UNIX/AIX scripting. The position will participate in end-to-end customer requirements gathering, development and implementation, including identifying data analysis needs as well as processing and exploring system data. The position will translate business requirements into analytic methods, build analytics models and packages, develop reports, and present information to customers. The position will create and execute test scripts and document findings. The position will provide daily operational support to customers and other IT initiatives as needed.

Knowledge, Skills And Abilities / Competencies

  • Demonstrated knowledge of programming languages, e.g. SQL, Oracle, and JAVA.
  • Experience with developing ad hoc reports using SQL and PL/SQL.
  • Demonstrated knowledge of Oracle databases.
  • Experience extracting, transforming, and loading (ETL) data.
  • Thorough knowledge and understanding of business systems theories, processes, rules and regulations and how they apply to technology in the applicable area(s).
  • Demonstrated experience in application design, software development, testing, and working with systems processing event-based logs, user logs, and debugging of complex systems.
  • Demonstrated experience with design and implementation of systems for providing data to stakeholders, ensuring correctness and consistency.
  • Ability to maintain ongoing interaction with internal and external audiences using written and verbal communication skills.

Bachelor's degree in computer science or an IT related field from an appropriately accredited institution, or Associate degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and one year of experience in business application consulting or development, or High School or General Educational Development (GED) diploma and four years of experience in business application consulting or development; or an equivalent combination of education and experience.
