Job Description: Business Systems Consultant Manager
Location: Salem, Oregon - Hybrid
Duration: 12+ Months Contract
Interview Process: MS Teams (PST)
Key Responsibilities:
- Platform Assessment: Analyze the current SBM-FP platform and identify capabilities, limitations, and necessary improvements for transition.
- CMS Security Compliance: Ensure compliance with CMS and IRS security standards, including data protection, privacy, and access control.
- RFP Review: Evaluate and recommend improvements for Request for Proposals (RFPs) related to the transition project.
- Service Level Agreements (SLAs): Assess SLAs and suggest enhancements to ensure clear, measurable, and aligned goals.
- Technical Recommendations: Provide recommendations for optimizing the state s chosen SBM platform in terms of efficiency and user experience.
- Stakeholder Collaboration: Coordinate with state agencies, vendors, and CMS to facilitate a smooth transition.
- Documentation: Prepare technical reports and documentation regarding the transition plan, security measures, RFP, and SLA revisions.
Required Skills and Qualifications:
Education: Bachelor s degree in Computer Science, Healthcare IT, or related field.
Experience:
- 3+ years of experience with health insurance marketplace platforms (SBM).
- Expertise in CMS and IRS security compliance standards.
- Proven experience in reviewing and revising RFPs and SLAs for complex IT projects.
- 7-9 years of experience in policy and standards analysis and implementation.
- 10+ years of experience in consolidation planning and management.
- Strong project management skills with the ability to meet key milestones.
- Excellent communication skills for stakeholder interaction.
Substitution Criteria:
- Accredited college training may substitute for up to 4 years of required work experience.
- Graduate training in relevant fields may substitute for up to 2 years of experience.
- Successful completion of IT certification programs may substitute for up to 2 years of experience.
- 2 years of experience as a Senior Project Manager, Quality Assurance Manager, or Intermediate Project Manager may substitute for all required experience.

Additional Information:
- Work Hours: Monday - Friday, part-time hours between 8 AM 5 PM PST.
- Telecommuting: Allowed with the requirement to provide adequate personal equipment and internet connection. The key person must be available during working hours via phone, email, or instant messaging.
- Onsite Availability: The key person should be prepared to work onsite within a reasonable timeframe if required.
