Key Responsibilities:
  • Develop Concepts of Operations (CONOPs) and Concepts of Employment (CONEMP):
    • Create detailed operational frameworks that outline the use of resources and capabilities to achieve specific mission objectives.
    • Collaborate with stakeholders to ensure CONOPs and CONEMP are aligned with organizational goals and requirements.

  • Strategic Planning and Annual Operating Plan Development:
    • Lead and support the development of multi-year strategic, annual operating plans, and operations plans that define objectives, resource needs, and action plans for mission requirements.
    • Develop operational strategies that integrate with broader strategic plans, ensuring initiative consistency and clarity.

  • Support Capability Gap Analysis and Capability-Based Assessments (CBAs):
    • Conduct analyses to identify capability gaps, risks, and opportunities for operational improvement.
    • Support capability-based assessments by defining mission requirements, assessing current capabilities, and recommending resource allocations or new capabilities.

  • Operational Process Improvement:
    • Evaluate existing operational plans and processes, proposing adjustments to enhance efficiency, performance, and mission alignment.
    • Implement best practices in operational planning, integrating lessons learned and stakeholder feedback.

  • Stakeholder Engagement:
    • Engage with internal teams, government clients, and other stakeholders to gather inputs and validate planning efforts.
    • Facilitate workshops, meetings, and briefings to communicate operational plans and gather feedback for continuous refinement.

  • Reporting and Documentation:
    • Prepare comprehensive reports, presentations, and documentation detailing operational plans, assessments, and strategic recommendations.
    • Ensure all documentation aligns with organizational policies, regulatory requirements, and mission objectives.


Qualifications:
Education:
  • Bachelors degree in Business Administration, Management, or a related discipline.
Experience:
  • Minimum of 10 years of experience in operational planning, strategic planning, or related roles.
  • Proven expertise in developing CONOPs, CONEMP, annual operating plans, and strategic plans.
  • Strong background in supporting capability gap analyses, CBAs, and similar planning assessments.
Skills and Competencies:
  • Advanced proficiency in operational planning and strategy development.
  • Excellent analytical skills, with the ability to translate complex information into actionable operational plans.
  • Strong verbal and written communication skills, with experience preparing and delivering presentations to senior leadership.
  • Exceptional organizational skills, attention to detail, and the ability to manage multiple priorities in a fast-paced environment.
  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint) and project management tools.
Preferred Skills:
  • Familiarity with government contracting, cybersecurity, and critical infrastructure protection.
  • Knowledge of federal and Department of Defense planning processes, including capability-based planning frameworks.
