Administers mission critical databases and web services in a high availability environment with responsibility to provide 24x7 support services operational infrastructure and administration services.

Duties and Responsibilities:


Installing Oracle database engine software and upgrades. Keeping databases compliant with defined standards. Planning and implementing database migration and patch management.

Installing Oracle application server software and upgrades for portals, web servers, content management and caching systems. Installing SSL and authentication servers. Securing communications. Configuring web servers to support application software while keeping web servers compliant with defined standards. Configuring and optimizing JAVA components to enable form and content delivery. Creating and maintaining configuration files. Implementing access security including encryption. Deploying ear and war files for application updates and upgrades.

Provides technical leadership and serves as a source of documentation and standards to help direct the activities of the Database Administrators.

Administer other databases, such as SQL Server and Netezza as required.

Knowledge of compliance related to data management. Implementing data security including encryption. Monitoring restricted access areas.

Applying Security Technical Implementation Guide (STIG) and Payment Card Industry (PCI) requirements to Oracle and SQL Server databases and Application Servers. Writing and maintaining STIG documentation according to established standards.

Maintaining Oracle database and web server engines on IBM AIX operating system (required), HP UX, Linux and/or Windows operating systems.

Coordination of physical environment requirements with UNIX/SAN Administrators.

Managing, tuning and optimizing the performance of UNIX, Linux and Windows based Oracle database engines utilizing Oracle OEM or other analytical tools. Evaluating technology improvements and providing recommendations for risks and benefits for implementation and usage.

Design, review, implement and test high availability and disaster recovery strategies. Providing technical support for crashes or failures by recovering databases and web services. Restoring data as necessary. Extensive knowledge of Oracle Data Guard, Failsafe and RMAN recovery technologies.

Performing routine maintenance, analysis and corrective action to ensure databases and web services are accessible and data is accurate. Creating and maintaining database administration scripts using UNIX shell and SQL. Writing and maintaining system documentation according to established standards to facilitate ongoing support and maintenance.

Flexibility to work on multiple projects concurrently and consistently meet deadlines.

Capacity to support multiple development teams simultaneously. Providing technical support to application users and developers.

Providing on call 24x7 support for all databases and web services on a rotating basis.

Ensure/implement the rigorous application of Information Security/Information Assurance policies, principles, and practices in the delivery of Systems, Applications and/or Services (Hardware & Software).

Other duties as assigned.

Candidates without the required certification may be placed into this job, but must obtain the required certification within 6 months of appointment; failure to obtain the proper certification requirement will result in termination of employment.

This position is designated IT 1 (Critical Sensitive) in accordance with SECNAV M 5510.30 and will require a favorable Single Scope Background Investigation (SSBI).

EXPERIENCE CONSISTING OF THE FOLLOWING:
GENERAL EXPERIENCE: Three years progressive experience in administrative, technical or investigative work which demonstrated the ability and aptitudes required to perform technical, managerial or analytical work involving management information systems. Demonstrates solid analytical and problem solving skills. Exhibits effective written and oral communication skills. Possesses strong interpersonal and critical thinking skills, and has the ability to work independently or within the team.

OR

SUBSTITUTION OF EXPERIENCE FOR EDUCATION: One year of related academic study above the high school level may be substituted for 9 months of experience up to a maximum of a 4 year bachelor's degree in software engineering or business information systems discipline for 3 years of general experience.

AND

SPECIALIZED EXPERIENCE: Minimum of five years progressive experience in the following:
> Experience in a Database and/or Web Services Enterprise Class Support Team with duties that included the full spectrum of Database and Web server software support.
> Monitoring and administration of Databases and Web Servers. Knowledge of upgrade methodologies. Managing and optimizing the performance of various Databases and Web Servers, including the use of diagnostic and tuning tools.
> Experience in version control, migration planning and security implementations.
> Configuring web services server farms in support of high volume Web Support capability.
> Backup and Recovery; understanding of high availability and failover technologies.
